Kontrakten udbydes som særskilte aftaler, der dækker køb og annullering for året 2026 for de enkelte Ordregivere. Der udbydes en kontrakt pr. ordregiver. De nærmere krav til leveringen fremgår af kontrakten. Indkøbet er undtaget fra udbudspligt. Dette er derfor en frivillig proces, og Ordregiver kan derfor frit beslutte processens forløb. Ordregiver er således heller ikke forpligtet til at indgå kontrakt, idet samtlige tilbud kan afvises. Klager over udbuddet skal sendes til Forsyningstilsynet.
