INFORMATION REQUEST - Various pharmaceutical products - rescEU CBRN-project

SUBJECT AND BACKGROUND OF THE INFORMATION REQUEST The information request concerns a procurement for various pharmaceutical products to the rescEU CBRN-project. The Scope of procurement is described in more detail in Annex 1. Finnish Institute for Health and Welfare (THL) is planning to publish the call for tenders in December 2026. The procurement will be divided in five (5) lots in the potential call for tenders. Each product constitutes a separate lot. Tenders submitted in response to a potential call for tenders may cover one or several lots. LOT 1: Gentamicin 40 mg/ml (2 ml, intravenous infusion, ATC J01GB03) LOT 2: Meropenem 1000 mg per vial/ampoule (i.v. Powder, infusion use, ATC J01DH02) LOT 3: Benzylpenicillin 3 g (powder, infusion use, ATC J01CE01) LOT 4: Oseltamivir 30 mg (capsules, ATC J05AH02) LOT 5: Oseltamivir 75 mg (capsules, ATC J05AH02) The minimum requirements for the products are described in Annex 2 and quantity for the products is described in Annex 4 (restricted to security classification level IV, TL IV). The Annex 4 will be provided after confidentiality commitment protocol via encrypted email (described in the “Additional information about the procurement or part” section of this information request). NATURE OF THE INFORMATION REQUEST This notice is an information request intended to assess the market and supply capabilities for the products to be procured. Decisions regarding the procurement process and the content of the call for tenders will be made after this assessment. Submitting an information request does not oblige THL to initiate a procurement procedure or to use the information provided in the responses to the request in a procurement procedure. Responding to or failing to respond to the information request does not preclude participation in a potential competitive tendering process. The information and responses provided in this information request are not binding on the supplier. Only the information provided in a tender submitted in response to a potential call for tenders is binding on the tenderer. RESPONDING TO THE INFORMATION REQUEST We request that the response to this information request will be submitted in writing. The questions to which we would like answers are outlined in this information request (in the “Other terms” section). The response may be submitted regarding one or several lots. Please submit your responses through the Supplier Portal. When submitting responses, please indicate any trade secret information they may contain, which will be treated as confidential. The disclosure of information and documents submitted to the authority is governed by the Act on the Openness of Government Activities (21.5.1999/621).
