Description
The tenderer must have experience in balancing at least one turbine rotor (exceeding 25 tons, with a maximum diameter of 3000 mm or more) within the last 72 months from the tender announcement date. After balancing, the bearing vibration value on the balancing stand at 3000 rpm must not have exceeded 5 µm, and during run-up and overspeed protection speed, it must not have exceeded 10 µm according to ISO 1940-1 G1 or an equivalent standard. The contracting authority will consider service orders completed within the examined period, but started no more than nine years ago.
Documentation Requirement
The tenderer must submit an EEKD (European Single Procurement Document) to provisionally prove compliance with the suitability requirements. The contracting authority accepts a simple declaration from the economic operator in the EEKD. The tenderer only needs to declare compliance in EEKD Part IV α (alpha), without detailing the requirements. If a tenderer submits documentation with the participation application, the contracting authority will evaluate it together with documents submitted for subsequent verification. Joint tenderers must attach a power of attorney, specifying who is authorized to make declarations in the EKR (Electronic Public Procurement System). The declaration on behalf of joint tenderers is made by the economic operator submitting the participation application. The tenderer may meet the suitability requirements by relying on the capacities of another entity/person. In such cases, each involved entity/person must submit a separate, completed, and signed EEKD. These entities/persons only declare on the specific suitability conditions for which their capacity is being used. The power of attorney must authorize the tenderer/bidder to act on behalf of the entity in making electronic declarations in the EKR. This power of attorney does not cover company-level signatures. Declarations made via electronic forms in the EKR are submitted by the economic operator submitting the participation application, on behalf of joint tenderers and other persons or entities involved in proving suitability. If the contracting authority has doubts about the truthfulness of a declaration or deems it necessary for the proper conduct of the procedure, it may request the tenderer to submit the verifications according to Kbt. 69. § (4) within five working days. The contracting authority may verify data from databases according to Kbt. 69. § (11) at any time. Subsequent verification of technical and professional suitability is based on Kbt. 69. § (4) and/or 69. § (7). Verification of suitability according to Kbt. 65. § (1) b) point, M1. and M2. is done according to 321/2015. (X.30.) Korm. rendelet 21. § (3) a) and (3a) b), 22. § (1), (2) and (5). The bidder may also proceed according to Kbt. 69. § (11a). Detailed information on preliminary and subsequent verifications is provided in the KD (Contract Documentation).
