Sampling and Analysis of Private Water Supplies in County Wexford

Wexford County Council needs services for the sampling and analysis of private water supplies for a duration of 2 years. The service provider will be responsible for compliance and occasional investigative sampling and analysis of drinking water for 'check' and 'audit' parameters, as well as reporting results to Wexford County Council. The services are required for approximately 170 private and group water supplies, with an expected increase of up to 15 additional schemes during 2026. The laboratory appointed (and/or subcontracted laboratory) must be accredited to INAB (or equivalent) for all relevant parameters, and all analysis of parameters in compliance samples (except for free and total chlorine, odour, taste, and Dalapon) shall be accredited.

Uisce Éireann needs laboratory services for a national multi-supplier framework agreement over 3 years. The services are divided into three lots: Lot 1 for Potable Water Laboratory Testing Services, Lot 2 for Wastewater Laboratory Testing Services, and Lot 3 for Contingency outsourcing of Laboratory Testing Services for both drinking water and wastewater. For Lots 1 and 2, services may include sampling and testing, collection and testing, or testing only, covering planned, unplanned, and emergency scenarios, as well as additional services like process optimisation and commissioning. For Lot 3, the services are for contingency and surge testing to maintain continuity during equipment failure, accreditation loss, or capacity constraints. Successful tenderers may be allocated as preferred suppliers for one or more geographical regions.

Los servicios incluyen asesoramiento técnico-sanitario y la ejecución de programas de control higiénico-sanitario, incluyendo el mantenimiento de equipos adscritos, para cumplir con la normativa vigente. Los criterios de adjudicación se ponderan en un 50% para la oferta económica y el 50% restante para la calidad, que incluye aspectos como la certificación de verificación y/o registro y/o huella de carbono (1%), la certificación CERTLegio (1%), la eliminación de biofilm (5%), el número de equipos de registro continuo (7%), la toma de muestras acreditadas (1%), la adquisición y distribución de consumibles (2%), las categorías laborales y dotación humana (4%), el catálogo de equipos (2.5%), la comunicación con la Universidad (1%), el control higiénico-sanitario de vertidos y mejora del agua (4%), el equipamiento y materiales (4%), los esquemas de funcionamiento y coordinación (2%), el programa de control de hongos (3.5%), el programa de control higiénico-sanitario de agua potable (3%) y los programas de mantenimiento para la prevención y control de legionelosis (6%) y de sistemas de medición de cloro (3%).
