    CSC - IT Center for Science Ltd needs a LUMI-IQ quantum computing platform, including an initial on-premises gate-based quantum computing system and subsequent upgrades, with an estimated total value between 25,000,000 and 33,000,000 EUR. The platform should provide at least 50 physical qubits, support the Qiskit open-source SDK, and have hardware native gates forming a universal gate set. The procurement will be conducted in two phases, with up to three candidates selected for the second phase of negotiations. The platform will be delivered in Pohjois-Pohjanmaa, Finland. The award criterion is quality, weighted at 100%.

    About the bid

      The LUMI-IQ quantum computing platform will include an initial installation of an on-premises gate-based quantum computing system, followed by series of upgrades installed in multiple phases, which the chosen Tenderer will commit to. The nature of upgrades can tentatively be hardware and/or software, and these will be specified in more detail in the second phase of the procurement. The upgrades are meant to keep the system viable during its lifetime and they will have to positively impact the performance of the platform and/or add novel features. The planned platform and upgrades should represent as performant technology as possible, based on up-to-date hardware and/or software components, available for the chosen quantum computing architecture at the time of delivery. The initial systems should provide at least 50 physical qubits, supporting at least the Qiskit open-source SDK. Hardware native gates must form universal gate set. The members of the LUMI-IQ consortium are CSC - IT CENTER FOR SCIENCE LTD, Finland, (Coordinator), VSB - TECHNICAL UNIVERSITY OF OSTRAVA Czechia, (IT4I) (Partner), SIGMA2 AS, Norway (Partner) and ACADEMY GORNICZO-HUTNICZA IM. STANISLAWA STASZ, Poland (Partner). The LUMI-IQ Quantum Computing Platform setup will be procured by the LUMI-IQ consortium lead by CSC and owned by the LUMI-IQ consortium members in proportion to their financial contribution to the purchase of the Quantum Computer. The estimate value of the procurement (excluding taxes) is EUR 25,000,000 - 33,000,000, including turnkey solution quantum computer platform/systems and software upgrades.Main features of the procedureThe procurement will be conducted using negotiated procedure. The procurement is carried out in accordance with Act on Public Procurement in the Fields of Defence and Security (1531/2011) as it contains confidential information. The call for tenders will contain confidential information regarding security of supply and information security. Negotiated procedure consists of two (2) phases. In the first phase, Candidates will submit their Requests to Participate. Up to three (3) Candidates that meet the eligibility requirements will be accepted to the next phase. In the second phase, chosen Candidates (now Tenderers) will be sent preliminary call for tenders. One (1) negotiation round will be held with each of the chosen Tenderers, with CSC reserving the right hold additional negotiation rounds. Finally, the final call for tenders will be sent to the Tenderers. No compensation will be paid to companies for preparing an application to participate, a preliminary tender, a final tender or for presenting or taking part in the negotiations. Please see Grounds for Rejection for further information regarding Candidate selection. As a result of this procurement process, CSC will award the procurement contract to one (1) Tenderer. CSC may suspend the procurement procedure, in full or in part, for a real and legitimate reason (section 75 of the Act on Public Procurement in the Fields of Defence and Security).

Als Qualifikationsanforderung sind drei Referenzprojekte für ähnliche Lieferungen nachzuweisen.
