From the notice
The purpose of the market consultation is to gain insight into the current market possibilities for the integrated development, permit applications, financing, realization, and operation of a SMR in the Municipality. The consultation is set up broadly and focuses on the interrelationship between technology, energy offtake, grid integration, permits, financing, governance, and societal embedding. More specifically, insight is requested into: • current market interest in a process for the realization of a SMR in Den Helder; • the availability, applicability and maturity of relevant SMR technologies; • the technical and economic feasibility of possible solution approaches; • how market parties view site conditions, spatial integration, planning and risk management; • the possibilities for energy offtake, grid integration and system integration; • conceivable development, ownership, operating and cooperation models; • investment volume, financing models and preconditions for developing a business case; • the preparatory steps required and realistic lead times for permit granting, realization and operation; • the societal embedding and the communication and participation approach for a follow-up process; • how a follow-up phase can be organized in a transparent, non-discriminatory and legally sound manner; • the conceivable risks, dependencies, and crucial decision-making moments for the process as a whole. The market consultation supports the Municipality in determining whether and, if so, in what manner any follow-up process can be organized in a careful, transparent, and legal sound manner. 0
