Suppliers are encouraged to provide comments on technical/functional requirements, describe their software license model, suggested user trainings, estimated delivery time, and maintenance offerings, as well as how long they would need for the analysis of test samples.

    • The current procurement concerns UHPLC-MS/MS (triple quadrupole) system, which will be used in quantitative analysis of pesticides (multiresidue method as well as polar pesticides) in plant-based food products in Finnish Customs Laboratory. The number of different pesticides that need to be analyzed in one run is around 250-300 and the results are verified according to Sante guidance (Analytical quality control and method validation procedures for pesticide residue analysis in food and feed, SANTE/11312/2021 (V2), Implemented 01/01/2024). The essential part of the pesticide analysis is software, which allows efficient and accurate analysis of LC-MS data. In addition to UHPLC-MS/MS system, the procurement also concerns the maintenance agreement for four (4) years. The descriptions presented in this notification and the estimated publication date of the procurement notice are indicative and only preliminary information, which does not bind the procuring entity. The procuring entity hopes to receive comments and answers to the following additional questions (you can answer in Finnish or English): • Please, comment if some of the technical/functional minimum requirements are irrelevant or too restrictive in terms of availability, total cost or from the pesticide analysis point of view or on the other hand some relevant ones are missing • Please, describe your software license model • Please, describe your suggested user/advanced user trainings for the new instrument and software • What is your estimated delivery time for the device in weeks? • What levels of maintenance do you offer? • What does the full maintenance contract include? • What are your maintenance response times? • The customer will request the analysis of test samples using the devices offered as part of the tender process. The test samples will contain approximately 20 analytes in different plant-based food matrices (incl. positive and negative ion mode) from multi annual control program (MACP) pesticides (EU commission implementing regulation 2025/854). The test samples are part of the tender’s quality criteria and will be scored based on properties such as sensitivity, matrix effects and linearity.       Tulli tarvitsee kaasukromatografi-kolmoiskvadrupolimassaspektrometrin (GC-MS/MS) automaattisella näytteensyöttäjällä elintarvikkeiden torjunta-ainejäämien määrityksiin. Laitetta käytetään erityisesti monijäämämenetelmien sekä yksittäisten GC-analytiikkaa vaativien torjunta-aineiden määrityksiin erilaisista elintarvikematriiseista. Järjestelmän tulee soveltua vaativaan akkreditoituun rutiinikäyttöön, tarjota korkea herkkyys ja selektiivisyys sekä mahdollistaa luotettava analytiikka myös haastavissa matriiseissa. Hankinnan tavoitteena on varmistaa laboratorion analyysivalmius, tulosten luotettavuus sekä toiminnan jatkuvuus pitkällä aikavälillä. Tarjoukset arvioidaan hinnan (20 %) ja laadun (80 %) perusteella.

      L'Institut Scientifique de Service Public (Belgique) a besoin d'un système complet de chromatographie liquide ultra haute performance couplée à un spectromètre de masse haute résolution (LC-HRMS) pour une durée d'un an. Ce système est destiné au screening ciblé, suspect et non ciblé, à la quantification HRMS, aux analyses PFAS, aux contaminants émergents, aux pesticides, aux résidus pharmaceutiques et aux matrices environnementales complexes. La fourniture comprend la livraison, l'installation, la qualification, la mise en service, la formation et la maintenance. Le matériel proposé doit être neuf et inclure une chaîne UHPLC, un spectromètre de masse haute résolution (HRMS) avec modes d'ionisation positif et négatif et acquisition MS/MS, ainsi qu'un ensemble informatique et des logiciels d'acquisition et de traitement des données. Une option obligatoire pour un contrat de maintenance préventive avec option corrective ou un contrat de maintenance omnium après la période de garantie d'un an doit être incluse dans l'offre.
