The European Union Drugs Agency (EUDA) needs scientific studies support services through a framework agreement over 4 years, with a maximum total value of 8,000,000 EUR. The procurement aims to acquire external expertise for the design, conduct, and reporting of scientific work, including reports, digital dashboards, AI-based tools, methodological guidelines, training materials, workshops, databases, and literature collection. This support will enhance EUDA's capacity to monitor drug markets, substance use, and their consequences, and to identify evidence for informing responses to drug-related harms. The award criteria are Quality (70%) and Price (30%).

The European Environment Agency (EEA) needs services for a Topic Centre on Energy System Decarbonisation through a framework agreement over 4 years, with a maximum total value of 1,005,000 EUR. The services should support and strengthen EEA capabilities in quantitative analytical methods, such as indicators, trends and scenario assessments for the evolution of the energy system, and in the quantification of associated benefits, co-benefits, trade-offs and just transition implications. It also includes targeted case study work combining desk research, stakeholder mapping, structured questionnaires, EUSurvey-based evidence collection, expert workshops, and interviews to identify and share success factors, barriers, impacts, and transferability across policy contexts, sectors, and countries. Offers will be evaluated based on quality (70%) and price (30%).

REALISATION D'ETUDES-USAGES

FRANCE COMPETENCES a besoin de services d'études-usages pour un accord-cadre d'une durée de 12 mois, avec un montant maximum de 2 millions d'euros hors taxes pour sa durée totale d'exécution. L'accord-cadre sera multi-attributaire (maximum quatre titulaires) et sans montant minimum. Les prestations détaillées sont indiquées dans le Cahier des clauses techniques particulières (CCTP). Le lieu de livraison est les Hauts-de-Seine.
