    Ústredná vojenská nemocnica SNP Ružomberok - FN potrebuje stavebné práce na realizáciu komplexu Národnej nemocnice generála Milana Rastislava Štefánika v Bratislavskom kraji, s maximálnou celkovou hodnotou 922 miliónov EUR a dobou trvania 42 mesiacov. Predmetom zákazky je výstavba nemocničného komplexu s hrubou podlahovou plochou nadzemných podlaží 140 268 m² a podzemných podlaží 122 925 m². Kritériom pre vyhodnotenie ponúk je cena bez DPH (100 %). Aspoň jedna z osôb v pozícii stavbyvedúceho musí preukázať skúsenosť s výstavbou alebo rekonštrukciou operačných sál a aspoň jedna z týchto osôb skúsenosť s výstavbou heliportu. Záujemca musí tiež preukázať platnú registráciu v schéme EMAS alebo iný rovnocenný dôkaz o opatreniach environmentálneho manažérstva a platný certifikát ISO 9001 v oblasti výstavby/rekonštrukcie pozemných stavieb alebo rovnocenné osvedčenie.

Miloša Vesela 21, 034 26 Ružomberok, if the tenderer becomes the successful tenderer and applies for the loan. The statement from the bank or foreign bank branch must clearly and unambiguously show all facts and data, as stated and required by the public procurer in the first sentence of this participation condition, all for the fulfillment of the required purpose, which is to demonstrate the tenderer's ability, through a statement from a bank or foreign bank branch, to operatively secure available financial resources at the time when the Contract, which is the result of this public procurement, is to be fulfilled.       The tenderer must demonstrate an overview of the total turnover achieved for the last three financial years for which data is available, depending on the establishment or commencement of activity, in a total amount (cumulatively) of at least 500,000,000.00 EUR (five hundred million euros). If the value is expressed in a currency other than euro, it will be converted to euros at the exchange rate of the European Central Bank valid on the date of dispatch of the announcement of the public procurement for publication.       The tenderer shall submit a list of construction works carried out in the last ten years from the announcement of the public procurement, which must be supplemented by a certificate of satisfactory performance of the construction works and evaluation of the performed construction works according to the commercial terms. The list and the customer's confirmation must contain the following data: a) Business name and registered office of the contractor; b) Business name and registered office of the customer; c) Contractual date of completion of construction works, actual date of completion of construction works; d) Description of the performed construction works, from which the performance of construction works on a subject identical or similar to the subject of the contract will be clearly and unambiguously evident; e) Customer's statement on satisfactory performance of construction works and evaluation of the performed construction works according to the commercial terms (contained only in the submitted confirmation); f) Contractual total price for the performance of construction works and actual (invoiced) total price for the performance of construction works, which means the total price for the performance of construction works in the structure price without VAT, VAT and price with VAT (hereinafter referred to as price).       The tenderer must demonstrate that it has carried out at least 1 (one) construction (reconstruction or construction), which was realized as a building (Type 1, according to the statistical classification of buildings), whose load-bearing and/or non-load-bearing parts were realized from prefabricated reinforced concrete construction in a minimum volume of 20,000,000.00 EUR without VAT, within the last ten years from the announcement of the public procurement. Note: The amount of the minimum financial volume of this participation condition applies only to the value of the installed prefabricated reinforced concrete construction, not to the value of the entire construction.

      The tenderer must demonstrate at least 1 person responsible for the proper execution of the subject of the contract – Construction Manager No. 1, who has at least 10 years of practical experience in organizing, managing, and coordinating construction works on completed buildings in the position of construction manager. Additionally, this person must demonstrate at least one practical experience in the position of construction manager for works on the construction or reconstruction of hospital buildings or healthcare facilities (Type 1, section 12, group 126, class 1264, according to the statistical classification of buildings) with a minimum value of construction works equal to or higher than 50,000,000.00 EUR without VAT. At least one of the persons in the position of Construction Manager No. 1, Construction Manager No. 2, or Construction Manager No. 3 must demonstrate experience with the construction or reconstruction of operating theaters and at least one of these persons experience with the construction of a heliport. Both experiences can be demonstrated by the same person and can be demonstrated by the same construction or different constructions, which do not have to be identical to the reference construction according to the minimum level of standards.

      Documentation Requirement

      The tenderer shall submit the following documents: a) Document of the responsible person - Construction Manager: Certificate with professional specialization as construction manager with a focus on civil engineering in accordance with Act No. 138/1992 Coll. on authorized architects and authorized civil engineers as amended, or an equivalent document. b) Professional CV of the responsible person - Construction Manager, which must contain at least the following data: - identification data of the responsible person (name and surname of the responsible person); - contact data of the responsible person (tel. no., email address); - current employer (name, registered office); - summary practical experience with the organization, management and coordination of construction works on completed buildings in the position of construction manager in a total summary scope of at least 10 years. For all practical experiences, the responsible person shall state: - name and registered office of the customer, - deadlines for fulfillment (from to month/s and year/s), - position held, - project name, or construction action, - determination of the scope of work for which he was responsible, - contact person from the customer (name, tel. no. or email address). The public procurer will accept only reference experiences from properly completed constructions, while a properly completed construction is defined in participation condition no. 3. The data in the CV shall be confirmed by the responsible person's own signature together with a declaration that all data stated therein are true and that he will be available for the fulfillment of the subject of the contract.

      The tenderer must demonstrate that it applies environmental measures or has an environmental management system in place, which it will use in the performance of the contract.

      Documentation Requirement

      As proof of compliance with environmental protection, the tenderer shall demonstrate valid registration in the EMAS scheme with a scope covering the execution of civil engineering works or other equivalent proof of environmental management measures. If the tenderer objectively did not have the opportunity to obtain EMAS registration within the specified deadlines, the public procurer will also accept other evidence of equivalent environmental management measures.

      Documentation Requirement

      As proof of the implemented quality management system, the tenderer shall demonstrate a valid document: ISO 9001 in the field of construction/reconstruction of civil engineering works or equivalent certificates issued on the basis of systems that have been certified by an accredited person in accordance with Act No. 505/2009 Coll. on accreditation of conformity assessment bodies and on amendment and supplementation of certain acts as amended, or issued by the relevant authorities of the Member States of the European Union to ensure quality according to the requirements for issuing the relevant certificate, which confirms that the tenderer has an implemented quality management system in its organization. The public procurer will recognize as equivalent certificates also certificates issued by the relevant authorities of other EU Member States, or non-EU/EEA states, which are equivalent to the stated standards. If the tenderer objectively did not have the opportunity to obtain such a certificate within the specified deadlines, the public procurer will also accept other evidence of equivalent quality assurance measures.

Uchádzači musia preukázať celkový obrat minimálne 4 000 000 EUR za posledné tri hospodárske roky, referencie na poskytovanie strážnych alebo bezpečnostných služieb v celkovom objeme minimálne 4 000 000 EUR bez DPH za posledné tri roky, pričom aspoň jedna dodávka musí byť v hodnote minimálne 1 000 000 EUR bez DPH pre subjekt spĺňajúci požiadavky zákona o kritickej infraštruktúre. Ďalej je potrebná licencia na prevádzkovanie strážnej služby, platné certifikáty ISO 9001, ISO 27001, ISO 45001:2018 a ISO 37001:2016, a priemerne najmenej 50 zamestnancov v trvalom pracovnom pomere za posledné tri roky.
