From the notice

  • This notice serves as a Prior Information Notice (PIN) and is not a call for competition. Transport Infrastructure Ireland (TII) is intending to invite submissions from companies and organisations possessing the necessary expertise and capacity in the provision of Specialist Heritage Works for MetroLink. MetroLink comprises the development of an automatic driverless urban railway service running north-south between North Dublin (at Swords) and Dublin city centre (at Charlemont). By linking Dublin Airport, Irish Rail, Dublin Bus and Luas Services it will form part of a fully integrated public transport system in the Greater Dublin Area. Metrolink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport to City Centre corridor in Dublin. Further information on MetroLink is available at www.metrolink.ie/ To successfully deliver MetroLink, and before the MetroLink main infrastructure works contracts commence, TII plan to execute a programme of Enabling Works contracts designed to clear a path for the main works contractors, to ensure that the proposed main work site areas are free from existing heritage items (for storage/replacement). It is anticipated that the Specialist Heritage Works will seek to procure a supplier responsible for the end-to-end delivery of Specialist Heritage Works for a term of up to 12 years. The delivery is anticipated to include execution of Specialist Heritage works and associated services, including the following: 1. Preparatory works: Obtaining of relevant permits required to complete works and scheduling of surveys. 2. Dismantling works: Carrying out of surveys across required sites, dismantling and removal of heritage constraints at each location. 3. Transport & Storage: Transport of heritage constraints from site to secure storage facilities, cataloguing and tagging of heritage constraints, 4. Repair and Conservation: Cleaning, repairing, adaptation, conservation or fabrication of individual heritage constraints. 5. Reinstatement Works: Reinstatement of heritage constraints This process represents a preliminary step toward the potential initiation of a formal tendering process. It should be noted that this notice does not signify a commitment to procurement. Any specific procurements stemming from this notice will be duly advertised in the future. Transport Infrastructure Ireland does not require a response to this Prior Information Notice. In advance of any potential competitive procurement process, TII is intending to conduct a market sounding exercise. TII would like to invite the market to complete an initial Market Sounding Questionnaire (MSQ) which will be used to seek insights and feedback from the market with experience or interest in the potential opportunity. This engagement is purely exploratory to inform the proposed procurement approach and not does not form part of a formal procurement process. For further information on the MSQ, please direct Expressions of Interest to supplychainmetrolink@tii.ie with the subject heading “Specialist Heritage MSQ”. The deadline for submitting MSQ responses is 17:00 GMT on the 16th of January 2026.

MetroLink will be a transformative public transport infrastructure project and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, Dublin Area Rapid Transit (DART), Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area. MetroLink due to its scale and complexity, requires governance arrangements which provide clarity on roles and responsibilities, accountability and the framework for effective and efficient decision-making and oversight. The MetroLink Programme Steering Committee is established as part of TII and is accountable to the TII Board. The MetroLink Programme Steering Committee is a governance function and the main decision-making body on functions delegated to it by the TII Board (within delegated authority thresholds) or NTA (if applicable). Given the role of MetroLink Programme Steering Committee and the importance of successful delivery, this key governance entity must have the skills, expertise and capacity required to effectively and efficiently perform its role. The 7-11 members which is to include one representative from TII and NTA each and the Chairperson (also external though being selected through a separate though similar process) will be required to have a collective expertise and experience to perform its duties. In this regard, individuals are being sought to perform the External Member roles to ensure the required (general, technical and commercial) Experience is present. The term of the Qualification System shall be circa twelve (12) years and shall commence in July/August 2025. A candidate may seek admission to this Qualification System at any time during its term. The Qualification System shall be established and maintained by the Authority.
