    EirGrid plc is planning the procurement of offshore transmission infrastructure, including offshore jacket structures, substation topsides, associated structural, mechanical, electrical, and marine works, quality management, testing, and certification activities, onshore compensation compounds, and export cables. Suppliers can provide feedback and input by registering under the relevant commodity codes within the Achilles SupplyLine Qualification System to be eligible for future procurement opportunities.

    About the bid

      EirGrid, as the Transmission System Operator (TSO) for Ireland, intends to utilise an established Qualification System (QSN) for suppliers of offshore transmission infrastructure. The Qualification System will be used as the mechanism through which economic operators may express interest and prequalify for upcoming procurement processes related to offshore transmission construction across EirGrid’s offshore wind programme. This PIN is issued solely to raise market awareness of upcoming procurement activities and to advise suppliers of the need to register under the relevant commodity codes within the Qualification System. Suppliers wishing to participate in future procurement opportunities may apply under the relevant categories linked to the following offshore infrastructure: Offshore Jacket Structures (fabrication, manufacturing, load out, and associated engineering services), Offshore Substation Topsides (fabrication, assembly, integration, and commissioning support), Associated structural, mechanical, electrical, and marine works typically required for offshore substation infrastructure, Quality management, testing, and certification activities relevant to offshore energy structures, Onshore Compensation Compounds, and Export Cables. This PIN relates to a Qualification System established pursuant to Directive 2014/25/EU (Utilities Directive). Economic operators wishing to participate in future procurement processes must apply through the Qualification System. Those who meet the qualification standards and technical criteria will be eligible to receive future Prequalification Questionnaires (PQQs), Invitation to Negotiate (ITN) documents, or other procurement documentation. ***Upcoming activity*** 1. EirGrid’s Powering Up Offshore South Coast Programme Area A, 1.1 (Phase 2 Tonn Nua Substation Package Ref ENQEIR860A). PQQ release for Phase 2 Tonn Nua Substation Package: (Under composition - Expected April 2026). As part of the Powering Up Offshore South Coast programme, EirGrid intends to establish a number of EPCI competitions to facilitate the development of infrastructure for Area A Tonn Nua of the South Coast DMAP. ENQEIR860A: Phase 2 Tonn Nua Substation Package. The Phase 2 Tonn Nua Substation Package consists of ; • HVAC Electrical System Design Services, • Supply of HV Equipment (e.g., transformers, switchgear, GIS, reactive compensation equipment), • Design, engineering, procurement, fabrication, supply, integration, testing, and commissioning of HVAC offshore substations and supporting substructure, •Transportation & installation of OSSs, Jacket structures and foundations, • Design, engineering, procurement, construction, civil works of the onshore compensation compound, •Testing, commissioning and handover, and •Maintenance (optional scope). A Pre­Qualification Questionnaire (PQQ) for that package will be issued on or after the 20th of April 2026 via the Achilles SupplyLine platform (a qualification system within the meaning of Article 77 of Directive 2014/25/EU). Only Economic Operators who are registered with an Achilles Supply­Line Silver+ Subscription and registered on one of the following Achilles Supply­Line codes prior to the issue date of the PQQ will be issued the PQQ: 1.24.3 Switchgear – Indoor (20kV to 99kV), 1.24.5 Switchgear – Indoor (200kV & Above), 3.75.13.0 Substation Design & Construction ­ Transmission, 3.70.63 Offshore Jacket, 3.75.20 Offshore HV Topside, 6.6.4.1 Heavy lift vessels, 3.75.2.3 Substation Structures/Buildings. *** To register for an Achilles Supply­Line Silver+ Subscription, please go to the following link (note that a subscription fee applies): https://my.achilles.com. *** A contract notice will not be published. EirGrid will use the applicable Achilles Supply­Line codes to issue a PQQ on or after the 20th of April 2026 to Economic Operators that are registered. *** The PQQ will be accompanied by more detail of the project description of the proposed Phase 2 Tonn Nua Substation Package, and the information provided at that stage will supersede any outline detail given in this notice. This date is indicative and may change. Please also note that EirGrid may elect not to launch a procurement process at all, and / or to deliver some or all of its requirements in some other way. *** 1.2 (Phase 2 Tonn Nua Export Cable Package Ref ENQEIR860B): This is expected to consist of: •Design, engineering, production, and delivery of HVAC sea and land cables from offshore platforms to corresponding onshore compensation compounds, •Cable installation offshore, •Design, engineering, procurement and civil works associated with the proposed onshore cable routes, •Cable installation onshore •Testing, commissioning and handover, and •Maintenance (optional scope).       ESB proposes to establish a qualification system under a negotiated procedure for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes. It is envisaged that a significant number of DSO and TSO GIS Substations will be constructed during the period 2026 - 2035 and will be delivered via this procurement process as outlined in Section A Information Memorandum, attached to this publication. Substations procured under this Qualification System will include for a full end to end scope of delivery which may include in some cases site acquisition and achievement of planning permission on behalf of the Contracting Entity. The scope of substation projects under this Qualification System may include a requirement for the inclusion of additional technologies including but not limited to STATCOMS and series compensators. The First Procurement under the Qualification System is envisaged to be: • Framework for PR6 Capacity at scale EPC delivery of 110 kV and/or 110 kV to /38 kV/MV Substations and Substation Programmes. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Section A Information Memorandum document. While applications may be made to join the Qualification System at any time, those interested in being considered for the Initial Framework (the “First Procurement”) under this Qualification System should submit a completed QSQ response on or before 1200 hrs (local time) on Friday 27th June 2025 (the “First Procurement Closing Date”).
