    Electricity Supply Board (ESB) needs works and supplies associated with HV Submarine Cables (including Nearshore and Landfall Civil and Marine Works) in the Republic of Ireland. The procurement is split into four categories: Category 01 – All Works associated with HV Submarine Cables including Nearshore and Landfall civil and marine works; Category 02 – HV Submarine Cable supply; Category 03 – HV Submarine Cable installation; and Category 04 – Landfall and Nearshore civil and marine works associated with HV Submarine Cables. The first procurement under this system will involve approximately 3km of single core 400kV crossing of the Shannon Estuary.

      ESB proposes to establish a Qualification System under a negotiated procedure for Four (4) Categories of Works and Supplies associated with HV Submarine Cables (including Nearshore and Landfall Civil and Marine Works) in the Republic of Ireland. It is envisaged that the scope of works to be procured under this Qualification System will be as outlined in the Section A Information Memorandum attached to this publication. Works and supplies will be split into four (4) categories:- Category 01 – All Works associated with HV Submarine Cables including Nearshore and Landfall civil and marine works. Category 02 –HV Submarine Cable supply. Category 03 –HV Submarine Cable installation. Category 04 –Landfall and Nearshore civil and marine works associated with HV Submarine Cables. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the aforesaid Information Memorandum on eTenders. While applications may be made to join the Qualification System at any time, those interested in being considered for the first envisaged works and supplies (the “First Procurement”), must submit a complete QSQ response on or before 17:00hrs (local time} on 25th May 2026. The First Procurement is a circa 3km of single core 400kV crossing of the Shannon Estuary.

At the date of issuing of this QSQ it is envisaged that national framework agreements for category 01 and category 02 works will be awarded for a period of three (3) years with an option to extend, at the direction of ESB, for up to five (5) further years.

      Electricity Supply Board (ESB) needs expressions of interest for a Qualification System for the subsequent procurement of engineering, civil, design, equipment and material supply, operation, maintenance, and construction services related to electrical power distribution assets, mainly within substations but also power distribution cables, ring main units, mini-pillars, and other associated assets throughout the distribution network, up to 110 kV voltage level.       ESB proposes to establish a qualification system under a negotiated procedure for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes. It is envisaged that a significant number of DSO and TSO GIS Substations will be constructed during the period 2026 - 2035 and will be delivered via this procurement process as outlined in Section A Information Memorandum, attached to this publication. Substations procured under this Qualification System will include for a full end to end scope of delivery which may include in some cases site acquisition and achievement of planning permission on behalf of the Contracting Entity. The scope of substation projects under this Qualification System may include a requirement for the inclusion of additional technologies including but not limited to STATCOMS and series compensators. The First Procurement under the Qualification System is envisaged to be: • Framework for PR6 Capacity at scale EPC delivery of 110 kV and/or 110 kV to /38 kV/MV Substations and Substation Programmes. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Section A Information Memorandum document. While applications may be made to join the Qualification System at any time, those interested in being considered for the Initial Framework (the “First Procurement”) under this Qualification System should submit a completed QSQ response on or before 1200 hrs (local time) on Friday 27th June 2025 (the “First Procurement Closing Date”).
