Oslo kommune v/ Oslobygg KF needs a turnkey contract for the establishment of a new special department at Hovseter school in Oslo. The project involves constructing a 1,234 m² building over two floors, made from solid wood with visible wooden surfaces and external aluminium covers, designed to meet plus house standards and robustly adapted for pupils with autism spectrum disorders. Oslobygg KF has been given the task of establishing a new special department at Hovseter school for pupils with diagnoses within autism spectrum disorders. The total gross area (gross area) is 1,234 m² distributed over two floors as well as a technical roof room. The building shall be constructed from solid wood, with visible wooden surfaces and external aluminium covers and it shall fulfil the requirements for plus house standards. The building shall have robust and adapted systems that meet the target group`s needs. A separate outside area shall be established that shall be integrated in the existing outdoor installations. In this procurement, the environment is not weighted as an award criteria. The contracting authority has chosen to have strict minimum requirements for the environment that, according to the contracting authority's assessment, will give a better environmental effect than setting the environment as an award criteria. The minimum requirements include: emission free construction sites and all machines at the construction site shall be emission free from the start of construction until completion; transport shall be carried out using vehicles with zero emission or biogas technology; reuse of at least five different types of components must be mapped and prioritised, with as many components as possible disassembled and reused during future demolition or alterations; the building shall be constructed as a solid wood plus house with solar panels and well parks; climate gas accounts shall be prepared in accordance with NS3720 with separate requirements for maximum climate gas emissions from materials; waste from the construction site shall be source sorted with a minimum of 90 percent delivered to a certified waste disposal site or directly for recycling. The contracting authority has chosen to award fulfilment of some environmental aspects in the contract period with a bonus, specifically for emission-free transport.
