    Region Sjælland har udbudt en anskaffelse af tjenester til oprydning og synkronisering af et radiologisk PACS langtidsbilledarkiv med produktionsdatabasen, inklusive migrering og migreringssammenligningsaktiviteter, uden at påvirke den daglige drift, med en maksimal totalværdi på 650.000 DKK. Kontrakten tildeles den tilbudsgiver, der opnår den højeste vægtede kvalitetsscore, baseret på den foreslåede tilgang til migrering, afstemning og sikring af uafbrudt drift (50%), tilgængelighed og kvalifikationer af nøglepersonale (30%), samt informationssikkerhed og GDPR-kompatibel datahåndtering (20%). Der er en udvælgelsesfase, hvor 2 virksomheder vil blive udvalgt til at afgive tilbud. Der skal indsendes op til 3 relevante referencer, der dokumenterer sammenlignelig omfang og kritik (PACS/VNA arkivoprydning/synkronisering i et klinisk produktionsmiljø), brug af verificerbar migreringssammenligning/afstemning/verifikation, demonstrerede foranstaltninger for at undgå driftsforstyrrelser, og klare og dokumenterede resultater.

    Award Criteria

    • Description

      Provided that the tender is compliant with the budget requirements, the contract will be awarded to the tenderer achieving the highest weighted score (points) under the award criterion “Quality”. Each sub-criterion will be scored on a scale from 1 to 10, where 10 is the maximum score. The score for each sub-criterion will be multiplied by its weighting (50%, 30% and 20%, respectively) to calculate a weighted score. The total weighted score is the sum of the weighted scores and will range from 1 to 10, where 10 is the highest amount achievable.

      Evaluation Method

      The point table defines the scoring scale applied to each sub-criterion (1–10, where 10 is the maximum score). The point table describes what characterizes responses at each score level and thereby the maximum level of quality that can be achieved. Scores awarded under each sub-criterion will be used to calculate the weighted score in accordance with the weightings stated above.

      • Proposed approach to migration50%

        The proposed approach to migration, reconciliation and ensuring uninterrupted production operations. The tenderer must describe the approach and overall plan for performing the task described in section 2, including the migration and reconciliation/migration-comparison method and concrete measures to ensure uninterrupted clinical production.

        Evaluation Method: Positive evaluation will be granted where the approach is clear, feasible and verifiable and best meets the contracting authority’s needs.

      • Availability and qualifications30%

        Availability and qualifications of key personnel/capacity to complete the assignment within the required timeframe. The tenderer must submit CVs for up to four (4) key persons (max. one A4 page per CV) and confirm skills and the necessary availability to complete the assignment within the necessary timeframe from contract signature to end of the project.

        Evaluation Method: Positive evaluation will be granted where the proposed team’s qualifications are most relevant, and the capacity statement is credible.

      • Information security and GDPR20%

        Information security and GDPR-compliant handling of data. The tenderer must briefly describe how information security and GDPR compliance will be ensured for remote execution and confirm willingness to enter into a data processing agreement prior to commencement.

        Evaluation Method: Positive evaluation will be granted where the measures are concrete and proportionate for processing health data.

The procurement under this advertisement is divided into two phases: 1. A selection phase and 2. A tendering phase. The contracting authority will select 2 companies to submit tenders. Selection phase, cf. advertisement conditions, sub-section 4.3: In order to be suitable to submit a request to participate, the tenderer must demonstrate documented experience in delivering PACS-related archive clean-up and synchronization assignments, including data migration and migration comparison/verification methods, and must be able to perform the work without disrupting day-to-day clinical production operations. The tenderer must demonstrate experience with tasks similar to the subject matter (the task) of this advertisement by submitting up to 3 relevant references: • Each reference must not exceed a maximum of 1 A4 pages in length and must relate to tasks similar to the task subject to this advertisement procedure that has been performed within the past 3 years calculated based on the deadline for submission of requests to participate, cf. section 8. In the selection process, the following will be granted a positive evaluation: • References that are most comparable to the task described in section 2, in particular where the reference(s) document: a) Comparable scope and criticality (PACS/VNA archive clean-up/synchronization in a clinical production environment), b) Use of verifiable migration comparison/reconciliation/verification (incl. what was compared and how results were documented/reported), c) Demonstrated measures to avoid disruption to production (e.g. working windows, throttling, rollback/back-out approach) and the achieved outcome, and d) Clear and documented results (e.g. achieved synchronization, discrepancy handling/resolution and completion within timeframe). The above elements (a – d) may be documented in one reference or across all the references, however the tenderer must clearly indicate for each element which reference (and where in the reference) documentation is provided. Requests to participate must be received no later than the deadline in section 8. Requests received after this date will not be considered.
