Uppdragsbeskrivning

EM har ett regeringsuppdrag att utveckla internationella klimatsamarbeten enligt Parisavtalets artikel 6. Inom ramen för detta uppdrag har STEM tecknat ett Memorandum of Understanding (MoU) med Republiken Ghana enligt vilket STEM och Ghana ska arbeta för att utveckla projekt som ska reducera klimatpåverkan. Detta manifesteras genomutsläppsminskningsenheter (Internationally Transferable Mitigation Outcomes (ITMOs)) vilka STEM skall förvärva. Denna upphandling avser upphandling av 1-3 st aktör/-er som skall genomföra projekt som skapar ITMOs vilka STEM (köpare) ska förvärva från aktuell aktör (säljare). Vilkoren för förvären regleras mellan köparen och säljaren i ett avtal - Mitigation Outcomes Purchase Agreement (MOPA).

• Environmental integrity

  The Tenderer Applications will be evaluated according to the evaluation criteria as indicated in appendix SEA Article 6 Evaluation Criteria. Environmental integrity (EI) in relation to emission reduction units is fundamental to the SEA. We define EI as: No increase in global aggregate greenhouse gas emission due to the activity and/or cooperation. This means that SEA will not consider Article 6 activities unless they; (1) employ a conservative baseline; (2) are additional; and (3) include a Monitoring Reporting and Verification (MRV) methodology that is realistic, conservative and that prevents double counting/issuance, double claiming and double use.

  The Tenderer Applications will be evaluated according to the evaluation criteria as indicated in appendix SEA Article 6 Evaluation Criteria. MAPs submitted to the SEA will be evaluated based on a holistic approach assessing how feasible it is that the proposed volume of Mitigation Outcomes can be generated during the crediting period

• Transformational impact

  The Tenderer Applications will be evaluated according to the evaluation criteria as indicated in appendix SEA Article 6 Evaluation Criteria. The SEA aims to procure activities that have the potential to enable transformational change in the host country (HC). “Transformational” is defined as contributing to systemic changes beyond the specific project results. This mainly means that the activity should contribute to the HC’s transition from a carbon-based economy to a fossil free and sustainable economy, but it also refers to the need for SDG benefits.

  Beskrivning

  The Tenderer Applications will be evaluated according to the evaluation criteria as indicated in appendix SEA Article 6 Evaluation Criteria. Article 6 activities that are financed by the SEA shall promote sustainable development and consider social, economic and environmental aspects as well as relevant strategies and policies outside the HC NDC. Activities shall avoid any negative environmental, economic or social impacts as well as actively contribute to the HC SD priorities and the SDGs.

• Ekonomisk och finansiell kapacitet

  Beskrivning

  Anbudsgivarna ska ha sådan ekonomisk stabilitet och finansiell ställning som MOPA kan vara genomförs och fullföljs utan risk för störningar på grund av ekonomiska problem.

  Beskrivning

  It is enrolled in relevant professional registers kept in the Member State of its establishment as described in Annex XI of Directive 2014/24/EU; economic operators from certain Member States may have to comply with other requirements set out in that Annex.

• Allowance of checks

  Beskrivning

  For complex products or services to be supplied or, exceptionally, for products or services which are required for a special purpose: The economic operator will allow checks to be conducted on the production capacities or the technical capacity of the economic operator and, where necessary, on the means of study and research which are available to it and on the quality control measures? The check is to be performed by the contracting authority or, in case the latter consents to this, on its behalf by a competent official body of the country in which the supplier or service provider is established.

• For supply contracts: samples, descriptions or photographs without certification of authenticity

  Beskrivning

  For public supply contracts: The economic operator will supply the required samples, descriptions or photographs of the products to be supplied, which do not need to be accompanied by certifications of authenticity.

  Beskrivning

• For supply contracts: certificates by quality control institutes

  Beskrivning

  Can the economic operator provide the required certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to the technical specifications or standards, which are set out in the relevant notice or the procurement documents?

• Certificates by independent bodies about quality assurance standards

  Beskrivning

  Will the economic operator be able to produce certificates drawn up by independent bodies attesting that the economic operator complies with the required quality assurance standards, including accessibility for disabled persons?
