Brief

The European Labour Authority (ELA), together with the European Commission’s Representation in Slovakia, needs interim staffing services under a 4-year framework agreement with a maximum total value of EUR 8 million. The contractor will process staffing requests, preselect candidates against specified profiles, provide temporary workers on demand, and manage communications throughout preselection, selection and employment. Staff will support operations in Bratislava, covering temporary absences, workload peaks, temporary reinforcement, specific assignments and ongoing needs. Quality accounts for 60% of the award criteria and price for 40%. Infeurope SA and ManpowerGroup Slovensko SRO hold a related interim-staffing framework agreement awarded by ELA.

  • Description: − Processing of requests for interim workers of ELA and the Permanent Representation of the EU Commission in Bratislava (DG COMM), including the preselection of candidates according to the profile descriptions; − Provision of interim workers upon requests of ELA/DG COMM; − Communication between ELA/DG COMM and the contractor within the entire scope of this framework contract, including any exchanges relating to the preselection, selection and employment of candidates. Reason for purchasing: ELA/DG COMM may need interim staff as a complement to its statutory staff, to support its needs in a temporary nature, in particular to cover temporarily unavailable staff members (expected long-term absences), to cope with workload peaks, to provide temporary reinforcement, for specific assignments and for ongoing needs while developing the target portfolio of services to be procured.
