The Government of the Republic of Serbia, Ministry of Finance, Department for Contracting and Financing of EU funded programmes (CFCU) needs technical assistance services for a 30-month period, with a maximum total value of 1,000,000 EUR. The services involve strengthening the administrative and institutional capacities of the Ministry of Mining and Energy, particularly in EU integration, energy efficiency policy, and legislative alignment, including expert support for gap analysis, drafting energy efficiency legislation, and developing methodologies for monitoring and reporting energy savings in line with EU acquis and Energy Community obligations. The assignment also includes knowledge transfer and capacity building for implementing the revised EU energy efficiency framework in Serbia. Award criteria are Quality (80%) and Price (20%).
