    Brief

    Hedera, gevestigd in België, heeft een raamovereenkomst uitgeschreven voor geïntegreerde communicatiediensten. De diensten omvatten communicatieadvies, inhoudsproductie, grafisch ontwerp, illustratie, infographics, animatie en fotografie. De gunningscriteria zijn kwaliteit van de aanpak en methodologie (40%), ervaring, referenties en expertise van het team (30%), en prijs (30%). Voor de kwaliteit van de aanpak en methodologie wordt onder andere gekeken naar een strategisch visiedocument (maximaal 10 pagina's), een nota over governance en organisatie (maximaal 10 pagina's) en een meerjarig werkplan. Voor de ervaring van het team zijn drie referenties van sleutelpersoneel van de afgelopen drie jaar vereist, en het team moet zowel mondeling als schriftelijk vaardig zijn in het Nederlands en Frans.

      This criterion assesses the extent to which the tender demonstrates a thorough understanding of Hedera’s institutional context, the relevance and coherence of the proposed approach, and the tenderer’s capacity to perform the contract to a high qualitative standard throughout the entire duration of the framework agreement. In particular, account will be taken, inter alia, of the following: 1. The strategic vision paper (maximum 10 single-sided pages), in which, inter alia, the following will be assessed: o the degree of understanding of Hedera’s mandate, role and responsibilities; o the analysis of the institutional, political, financial, regulatory and media context; o the identification of communication, reputational and crisis risks; o the proposed institutional and strategic positioning and narrative framework; o the coherence between institutional, financial, media and crisis communication; o the proposed strategic priorities and guiding communication principles; o the extent to which the approach is integrated, coherent and tailored to Hedera’s public-interest mission; o strategic priorities and guiding communication principles, including the balance between proactive and reactive communication. 2. The governance and organisation note for the performance of the contract (maximum 10 single-sided pages), with particular attention paid to: o the proposed organisational structure for the performance of the contract; o the cooperation and coordination arrangements with Hedera; o the mechanisms for monitoring, reporting and quality assurance; o the approach to managing (potential) conflicts of interest; o the effective availability of the key profiles; o the proposed response times; o the organisation of on-call arrangements and emergency procedures; o the safeguards relating to operational continuity and service provision in urgent or crisis situations. 3. The multiannual work plan, structured per year and aligned with the full duration of the framework agreement, with particular attention paid to: o the logic and feasibility of the planning; o the coherence between objectives, actions and timing.     • Description

      This criterion assesses the organisation of the tenderer and the qualifications, experience, and expertise of the proposed team in relation to the nature and complexity of the contract. Account will be taken, inter alia, of: o the composition of the team assigned to the contract; o the profiles, roles and responsibilities of key personnel; o the demonstrable experience of the team in similar contracts; o the linguistic competencies of the team. To support this, the tenderer shall describe its organisation for the purpose of performing the contract and shall attach to its tender three (3) completed references for key personnel who will actually be involved in the performance of the contract, carried out over the last three (3) years. The qualifications and experience of each of these individuals shall be demonstrated by including a recent curriculum vitae. The tenderer further certifies that the proposed individuals are proficient in both Dutch and French, orally and in writing.     • Description

      The contract is a unit-price contract, in which the unit prices for the different items are fixed and the quantities are indicated for information purposes only. The total amount of the tender is determined by applying the fixed unit prices to the estimated quantities as listed in the inventory. To this end, the tenderer shall complete the inventory attached to the tender specifications. The evaluation of the price criterion shall be carried out according to the following method (rule of three): Tender score = (lowest compliant tender price / evaluated tender price) × weighting of the price criterion The lowest compliant tender shall therefore receive the maximum score for the price criterion.
