    Finnish National Agency for Education har inngått en avtale med Cowater International Finland Oy om å levere teknisk ekspertise for Rwanda, med fokus på effektiv bruk av undervisnings- og læringsmateriell, inkludert nettbasert materiell, for å fremme tidlig lese- og regneferdighetsutvikling gjennom blandede tilnærminger. Tjenestene, som har en verdi på 117 355 €, skal støtte tidlig lese- og regneferdighet ved å analysere eksisterende materiell, utvikle skreddersydd opplæringsinnhold og etablere en implementeringsplan som inkluderer overvåking og opplæring av instruktører. Det ble mottatt ett tilbud i konkurransen.
