    This notification replaces the previously published request for information (RFI) national HILMA notification 2023-135046 and TED notification 2023/S 164-518190. Corrections to the original RFI: - Time slot for supplier-specific market dialogue sessions must be reserved no later than Wednesday 6th September 2023 at 12:00 PM (UTC+3). - The documents and responses to the questions should be sent no later than Monday 11th September 2023 at 12:00 PM (UTC +3). This EU prior information notice is not a procurement notice or an invitation to tender, but rather a market survey and a request for information (hereinafter "RFI"). The publication of the prior information notice does not initiate a bidding competition. A procurement notice and an invitation to tender may be published later. The publication of the RFI does not obligate the contracting entity to carry out the actual procurement. Responding to the RFI is not a requirement for participation in any potential future bidding competition. As part of the RescEU project, the National Emergency Supply Agency (hereinafter "NESA") is preparing the procurement of instruments for chemical detection and identification (solids, liquids, gases) in CBRN situations in the field. Chemical detection and identification can include the following chemical groups: chemical warfare agents (CWA), Toxic Industrial Chemicals (TIC), narcotics, other drugs and explosives. Instruments are in five different categories with following estimated minimum quantities: A) Portable gas chromatograph mass spectrometer (GC-MS) (liquids, gases), quantity: 6 or more B) Hand-held Raman Spectrometer (solids, liquids), quantity: 40 or more C) Hand-held FTIR Spectrometer (solids, liquids), quantity: 40 or more D) Hand-held flame spectrometer detector (for example nerve, blister, choking agents), quantity: 40 or more E) Lightweight chemical detector (LCD), warning device (gases), quantity: 180 or more Information about integrated instruments with more than one identification methods from above mentioned categories is also taken into account during planning of the tendering process. According to the preliminary estimation, the instruments will be procured during the years 2023 - 2026. According to the preliminary schedule the actual procurement process is set to commence in September-October 2023. NESA is currently gathering information about the available instruments on the market. For this purpose, NESA is publishing the RFI describing the types of instruments planned for procurement. NESA also requests responses from potential suppliers regarding the instruments, and invites interested suppliers for a market dialogue as further detailed in the RFI.
