    This EU prior information notice is not a procurement notice or an invitation to tender, but rather a market survey and a request for information (hereinafter "RFI"). The publication of the prior information notice does not initiate a bidding competition. A procurement notice and an invitation to tender may be published later. The publication of the RFI does not obligate the contracting entity to carry out the actual procurement. Responding to the RFI is not a requirement for participation in any potential future bidding competition. As part of the RescEU project, the National Emergency Supply Agency (hereinafter "NESA") is preparing the procurement of thyroid monitors (one type of monitor) used to measure contaminated persons in the target area after a nuclear/radiation accident by detecting the radioactive iodine accumulated in the thyroid gland. Estimated amount: 50 instruments. The main instrument specifications include: Preliminary device functions and requirements - Measured nuclide I-131 - Non-invasive measurement from outside the body - Works for measuring all age groups. - Can be moved by human power. Preferably handheld. - A light collimator that can also be moved by human power. (Ideally, the entire device can be held in the hand.) - Built-in simple interface - Impact resistant - Temperature resistant -20 °C to +40 °C - Protection from external contamination / decontamination possibility - Possibility of data storage and transfer - Possibility of background measurement and reduction - The duration of the basic measurement is less than 5 min. - Training material for the device Please be prepared to answer also to these questions by 14th of June if possible. Questions for the supplier candidate: - Does the device meet the standard CEI/IEC 61582:2004? - How is the device calibrated? - How is the response of the device to the radiation in the target organ determined? - What is the device setup time for operating readiness? - Is a test source needed? Can you deliver it? (Must be below the free limit.) - What is the highest and lowest measurable activity? - How does the device react to high activity and how big is the error in the measurement result with high calculation frequencies? - What is the device’s internal error? - Can you provide training for the device? - What data format does the device store? - Which connection protocols does the device support? NESA requests potential suppliers to contact in English or Finnish language via email to kalle-pekka.lehti@nesa.fi and to give more information about the product no later than 14th of June 2024 at 17:00 PM (UTC +2).
