    The Department of Justice Home Affairs and Migration in Ireland needs services for the provision of vulnerability assessments to International Protection applicants. The service involves completing vulnerability assessments for all International Protection applicants upon arrival to the State, as required by the 2026 International Protection Act, to identify if applicants are vulnerable, victims of torture or other inhuman/degrading treatment, have special reception needs, or require special procedural guarantees. The contract has a maximum total value of 8,000,000 EUR and a duration of 4 years. The services are to be delivered in Dublin.

    About the bid

      The Service will comprise of the completion of vulnerability assessments for all International Protection applicants upon arrival to the State. In accordance with the 2026 International Protection Act, an officer or agent of the Minister, in this case, the International Protection Accommodation Service (IPAS), must carry out or cause to be carried out an assessment of an International Protection applicant for the purpose of identifying if the applicant is vulnerable or a victim of torture or other inhuman or degrading treatment, or has special reception needs, and if so, the nature of those special reception needs, or require special procedural guarantees.
