Brief
Finavia Oyj seeks the modernisation of Rovaniemi Airport’s departure-baggage handling system, including the design, manufacture, shipment, installation and integration of one new Standard 3 screening machine with a dedicated conveyor line, plus training and commissioning. The work also covers modifications to the existing system to meet baggage-flow and redundancy requirements, associated steelwork and equipment, fire doors or security shutters, low-level controls, SCADA remote monitoring, SAC and other interfaces. Delivery and installation are at Rovaniemi Airport in Lapland, Finland, and require coordination with contractors changing the baggage-handling area and installing the screening machine. The procurement uses a negotiated procedure: candidates meeting the minimum suitability requirements are invited to negotiations, which may take place in one or more rounds and will be conducted in English; the contract may also be awarded on initial tenders without negotiations. Offers are evaluated on total price, which is a fixed, non-variable sum.

From the notice
The procurement concerns modernizing the existing baggage handling system for departure baggage at Rovaniemi airport. The procurement consists of modifications to the existing baggage handling system to add and integrate one (1) new standard 3 screening machine for departure baggage with its own conveyor line. Modernization of the existing baggage handling system for departure baggage must meet required specifications for baggage flow and redundancy, steel works, structures and other related peripheral devices/systems. The delivery includes designing, manufacturing, shipment, installation, integration of standard 3 screening machine, training and start-up of the Baggage Handling Systems. The procurement contains also fire doors and/or security shutters, low level control system, including SCADA remote monitoring system, SAC (Sort Allocation Controller) and other relevant interfaces and functionalities. On-site installations as well as commissioning are planned to take pace in period between 10/2026 – 11/2027. The successful implementation of the procurement requires cooperation with the contractors executing the necessary changes to the space where the baggage handling system is located and with the contractor installing the new screening machine.Main features of the procedureThe procurement shall be conducted as a negotiated procedure in accordance with the Finnish Act on Procurement and Concession Contracts by Contracting Entities Operating in the Water, Energy, Transport and Postal Services Sectors. This notice constitutes an invitation to submit a Request to Participate. Finavia will assess whether the Candidates fulfil the minimum suitability requirements set out in this Invitation to Participate. All Candidates fulfilling these requirements will be invited to the negotiation phase. The Contracting Authority will not limit the number of Candidates admitted to negotiations. Following evaluation of the requests to participate: • Finavia will assess the suitability of candidates. • All Candidates fulfilling the minimum suitability requirements will be invited to the negotiation phase. The Contracting Authority will not limit the number of candidates. • One or more negotiation rounds may be organised. • Negotiations may be conducted remotely. • Negotiations will be conducted in English. • Following negotiations, Finavia will issue a final Invitation to Tender to the selected candidates. Finavia reserves the right, where permitted by procurement legislation and the procurement documents, to award the contract on the basis of initial tenders without conducting negotiations.
