A MÁV Szolgáltató Központ Zrt. Digitális Megoldások Főigazgatóság (DMFI) üzemelteti a MÁV-csoport számára az SAP ECC vállalatirányítási rendszert, az SAP SRM, SAP BW 4/HANA (BI – Adattárház), SAP BPC rendszert (a szolgáltatást jelenleg igénybe vevő vállalatok: a MÁV Zrt., a MÁV Személyszállítási Zrt., MÁV Pályaműködtetési Zrt., a MÁV FKG Kft. és a MÁV Szolgáltató Központ Zrt.), valamint a MÁV Pályaműködtetési Zrt. és a MÁV Személyszállítási Zrt. által használt INFRALIFE pályavasúti szakrendszert, amely rendszerek üzemeltetéséhez a Műszaki Leírásban rögzített feltételek mellett veszi igénybe Nyertes Ajánlattevő közreműködését. Az SAP ECC vállalatirányítási rendszer, az SAP SRM, SAP BW 4/HANA (BI – Adattárház), SAP BPC és az INFRALIFE rendszerek (röviden és a továbbiakban: INKA rendszer vagy INKA Integrált megoldás) a MÁV-csoport számára bevezetésre került Integrált megoldás, amely lehetővé teszi a korszerű vállalatirányítási módszerek és a megfelelő irányítási rendszerek alkalmazását. Ajánlatkérő által meghatározott keretösszeg: nettó 676.000.000, Ft Ajánlatkérő a keretösszeg 70%-áig azaz nettó 473.200.000, Ft-ig vállal lehívási kötelezettséget. Beszerzés indoklása: Az INKA projektek – melyek a MÁV csoport vállalatainak missziókritikus üzleti folyamatainak megújítását és IT támogatását célozták meg – keretében bevezetésre került rendszerek/új modulok (SAP ECC, INFRALIFE, SAP BW 4/HANA (BI – Adattárház), SAP SRM, SAP BPC) üzemeltetési feladatait a MÁV-Csoport tagvállalatai/leányvállalatai számára L2 szinten a MÁV SZK Digitális Megoldások Főigazgatóság (DMFI) SAP és BI rendszer üzemeltetési Igazgatóág, SAP rendszer üzemeltetés szervezet végzi, azonban esetenként L2, valamint jellemzően az L3 szintű (fejlesztői és magasabb szintű tanácsadói tudást igénylő) feladatok ellátása érdekében szükség van külső partner bevonására. Az INKA Integrált Megoldás elemei, szolgáltatási területek: o SAP ECC rendszer (AM, CO, FI, mini HR, IM/PS, JT, MMB, MMK, NWFM, PM, PP, QM, RCM, RE-FX, SD, TR-CM, VIM, VZ, WM modulok), o SAP SRM, o SAP BW 4/HANA (BI – Adattárház), o SAP BPC, o Infralife rendszer Ajánlatkérő az üzemeltetési szolgáltatás ellátásához erőforrás rendelkezésre bocsátását várja az alábbi terjedelemben a Nyertes Ajánlattevőtől: A. Üzemeltetés – egyes, Ajánlatkérő által meghatározott L2-es tevékenységeket és a teljes L3-as szintű üzemeltetést az alábbiak szerint: o L2 szintű üzemeltetési tevékenység minden olyan, a mindenkori hibakezelés keretében ellátott tevékenység, melyet a modulonkénti nevesített szakember üzemeltetési eljárás keretében elvégez. Ez lehet a hiba végleges megoldása vagy a folyamatos üzem érdekében ismert kerülő megoldást alkalmazása/biztosítása a bejelentő számára, az adott modulra vonatkozó SLA elvárások teljesítése mellett. Szolgáltató az L2 üzemeltetési tevékenység során az alábbi tevékenységeket látja el:  Proaktív üzemeltetés (előre ütemezhető, tervezett üzemeltetési feladatok végrehajtása)  Hibajavítás (a Megrendelő által meghatározott módon dokumentált fejlesztői teszteléssel és üzemeltetői dokumentáció karbantartásával együtt),  Felhasználói támogatás o Szolgáltató az L3 szintű üzemeltetési tevékenység keretében az alábbi tevékenységeket látja el  Kiterjesztett hibajavítás (a Megrendelő által meghatározott módon dokumentált fejlesztői teszteléssel és üzemeltetői dokumentáció karbantartásával együtt)  Kiterjesztett Felhasználói támogatás  Tanácsadás Megrendelő oldali üzemeltetők számára. B. Üzemeltetői oktatás (oktatás dokumentációval együtt) C. Fejlesztett funkciókra vonatkozó, a szoftvergyártó által nem biztosított, jogi előírásból fakadó kötelezettségnek való megfelelés érdekében Változáskezelés (fejlesztés), jellemzően elvégzendő tevékenységek: o Program funkcióinak (standard vagy korábban fejlesztett) módosítása az egyedi megrendelésben írtak alapján, o a Megrendelő által meghatározott módon dokumentált fejlesztői tesztelés elvégzése, o felhasználói tesztelés támogatása (szükség esetén kulcsfelhasználói és üzemeltetői oktatás is), o üzemeltetésre történő átadás megrendelő oldali üzemeltetők számára, üzemeltetői dokumentáció elkészítésével együtt. Minden ilyen esetben a megnevezés csak a tárgy jellegének egyértelmű meghatározása érdekében történt. Ajánlatot jelen Ajánlattételi felhívásban és a Közbeszerzési Dokumentumokban előírt, vagy az azzal – az adott termék vonatkozásában a Műszaki Leírásban szereplő, egyenértékűségi műszaki paraméterek tekintetében – egyenértékű termékre lehet tenni. • Reference projects

  Description

  The tenderer must have successfully completed references in SAP ERP, INFRALIFE, SAP SRM, SAP BI system development and/or operation within the last 3 years (36 months) prior to the tender announcement date, but started no more than 6 years (72 months) ago. The references must collectively demonstrate at least 12 months of duration and cover all listed applications (SAP ERP, INFRALIFE, SAP SRM, SAP BI). Individual applications can be demonstrated with separate contracts.

  Documentation Requirement

  The tenderer must submit a description of the references, including: the name and registered office of the contracting party, the subject and a brief description of the contract (with duration and specific applications), the contact person's name and contact details (email or phone number), the performance period (start and end date, at least year and month), and a statement confirming satisfactory performance. If performance was not satisfactory, the reason and extent of the deviation, and whether the economic operator is liable for breach of contract, must be described. If the suitability is proven by a statement from the tenderer or another organization involved in proving suitability, the statement must also include whether the contracting party disputes the satisfactory performance or, if the economic operator has declared it, that the economic operator is not liable for breach of contract. References must be certified according to Kr. 22. § (1) bek. The contracting authority must accept proof of partial performance. The contracting authority must also accept proof of performance where a breach of contract occurred, but the economic operator's liability for breach of contract is not disputed by the contracting party. If the tenderer performed in a consortium, the description must include the percentage of participation. If a reference certificate or statement for a service performed as a joint tenderer cannot be issued with the separation of services performed by individual tenderers due to the indivisibility of the performance, the contracting authority must accept the reference certificate or statement from any tenderer involved in the performance in proportion to the remuneration received by the tenderer submitting the certificate based on the performance carried out. In view of the above, the tenderer must declare: - that the reference certificate or statement cannot be issued with the separation of the work performed by individual tenderers, and - the proportion of the performance carried out by the submitting party. According to 321/2015. (X. 30.) Korm. rendelet 21/A. §, the contracting authority must also accept proof of performance if the result or activity specified in the reference requirement was realized as partial performance of the contract. According to 22. § (4) of the same regulation, in this case, the time of partial performance must be understood as the time of performance, and the data regarding partial performance must be provided in such a way that the full subject of the contract affected by partial performance is also included. • SAP ECC system consultant experience

  Description

  At least 2 experts, each with at least 36 months of SAP consulting experience in SAP ECC system applications (AM and/or CO, and/or FI, and/or mini HR and/or, IM/PS, and/or JT (Járműtörzs), and/or MMB, and/or MMK, and/or NWFM, and/or PM, and/or PP, and/or QM, and/or RCM, and/or RE-FX, and/or SD, and/or TR-CM, and/or VIM, and/or VZ, and/or WM). The experts must have a state-recognized university or college degree, or an equivalent qualification. Overlapping personnel is not allowed for the experts required in points M2.a)–M2.d). The same expert cannot be nominated to fulfill multiple minimum suitability requirements; the requirements specified in each sub-point must be proven separately with different individuals.

  Documentation Requirement

  The tenderer must submit: a declaration from the tenderer naming the experts to be involved in the performance, specifying their intended position and their legal relationship with the tenderer (e.g., employment, mandate contract) (EKR declaration), a professional CV signed by the expert (clearly showing the expert's qualifications and professional experience required by the minimum requirement, with year/month accuracy; parallel professional experiences will only be considered once), simple copies of documents proving the experts' qualifications and training, and a declaration of availability and data management signed by the experts. The contracting authority will verify practical experience based on the CV. Fractional months of practical experience will be considered as full months. The professional CV must include a description of the activities performed by the expert within the referenced service, indicating which application, module, or component (SAP ECC, SAP SRM, SAP BW 4/HANA (BI – Adattárház) or INFRALIFE) the activity was related to, and the start and end time of the activity (with year and month accuracy). Proving equivalence of qualifications obtained abroad is the responsibility and obligation of the tenderer (considering the provisions of Act C of 2001 on the recognition of foreign certificates and diplomas). For professional experience specified in months, the contracting authority will consider every started (affected) calendar month as a full month. Consulting experience can come from operational or project activities. The contracting authority defines project activity as consulting activity where experience is gained in one or more of the above modules. The tenderer must proceed according to Kbt. 65. § and 321/2015. (X. 30.) Korm. rendelet 21. § and 23. § regarding the proof of technical and economic suitability.

• INFRALIFE system consultant experience

  Description

  At least 1 expert with at least 36 months of consulting experience in the INFRALIFE system – or a functionally equivalent system. The experts must have a state-recognized university or college degree, or an equivalent qualification. Overlapping personnel is not allowed for the experts required in points M2.a)–M2.d). The same expert cannot be nominated to fulfill multiple minimum suitability requirements; the requirements specified in each sub-point must be proven separately with different individuals. Functionally equivalent systems may include railway infrastructure management or asset management systems that perform several of the following functions: railway network and technical object registration; linear asset management; support for maintenance and operation processes; condition monitoring; geospatial or map display; support for mobile on-site work; integration with enterprise resource planning or other related systems.

  Documentation Requirement
