    Bord na Móna PLC in Ireland is establishing a Qualification System for the provision of Open Cycle Gas Turbine (OCGT) and Combined Cycle Gas Turbine (CCGT) works. This system is of indefinite duration, but is anticipated to apply for 10 years with an option to extend. The procurement covers Lot 1 – OCGT Supply OEM and LTSA, Lot 2 – OCGT Balance of Plant Constructor, Lot 3 – OCGT Engineering, Procurement and Construction (EPC) LTSA, and Lot 4 – CCGT Engineering, Procurement and Construction (EPC) + LTSA.

      The Contracting Entity invites interested parties (the Applicants) to this request. In this procurement process Open Cycle Gas Turbine and Combined Cycle Gas Turbine are being procured. This procurement process involves the establishment of a Qualification System in accordance with Directive 2014/25/EU. The Qualification System is of indefinite duration. However, it is currently anticipated that the Qualification System will apply for a period of 10 years from the date of its establishment with the option to extend at the Contracting Entity’s discretion (having regard to the nature, scope and extent of works required to be undertaken). The Contracting Entity reserves the right to terminate the Qualification System at any time at its absolute discretion. Contracts awarded under the Qualification System will continue for the agreed duration unless terminated in accordance with their terms. For the purposes of submitting initial Applications, Applicants must complete and return all documentation relating to their Application by the stated Application Deadline. Applicants submitting Applications will be informed at the earliest opportunity of the status of their Application. Applicants may apply for inclusion on the Qualification System at any time over the term of this arrangement. The Contracting Entity will review and evaluate Applications received after the establishment of the Qualification System at the Contracting Entity’s discretion. It is intended that specific contracts will be advertised when required by the Contracting Entity subsequent to the establishment of the Qualification System. The advertising of contracts will be at the Contracting Entity’s sole discretion and all information will be provided to the market in advance, via the eTenders website. The procurement process is part of a structured process to aid the Contracting Entity in the selection of interested parties for inclusion on the Qualification System for the provision of Open Cycle Gas Turbine and Combined Cycle Gas Turbine. Applicants who qualify for the Qualification System may thereafter be asked to provide Open Cycle Gas Turbine and Combined Cycle Gas Turbine on a call off basis either by mini-competition, random selection, by rotation or by the Contracting Entity selecting the relevant Applicant exercising its discretion (based on the nature and scope of the services required) over the term of the Qualification System. Contracts awarded under this Qualification System will include but not be limited to the provision of: Lot 1 – OCGT Supply OEM and LTSA Lot 2 – OCGT Balance of Plant Constructor Lot 3 – OCGT Engineering, Procurement and Construction (EPC) LTSA Lot 4 – CCGT Engineering, Procurement and Construction (EPC) + LTSA
