HAUS kehittämiskeskus Oy has entered into an agreement with Demos Helsinki Oy for the delivery of technical assistance and support on policy implementation for the government of Rwanda. The services, valued at 189,500 EUR, will be delivered approximately between October 2026 and May 2028. The project involves operationalizing an Innovation Project Management Office, developing ecosystem coordination and collaboration mechanisms, conceptualizing and implementing Public Procurement for Innovation, developing knowledge products and online capacity development, and co-designing and running an innovation bootcamp in an African destination. The selected provider was required to have demonstrable experience in policy development and implementation support, institutional planning, development of governance models, user-centric service design and delivery, and the development of easy-to-consume and visually appealing knowledge and learning products in Africa or other developing contexts. This ToR specifies the procurement of a single service provider to plan, co-design, produce, support implementation of innovation policy related items in Rwandan ministries and agencies and deliver knowledge products of the AEDIB SO 1 innovation and entrepreneurship policy support implementation: • Innovation Project Management Office operationalization, organizational and service development and delivery support • Ecosystem Coordination and Collaboration, governance mechanism and interfaces to digital platforms • Conceptualizing, planning, implementing and streamlining Public Procurement for Innovation (enhance market access for startups and growth companies through procurement) in selected public sector institutions • Development of knowledge products (toolkits, blueprints, guidebooks and /manuals), online capacity development (technical webinars) and conceptualizing advancements of policy work through engaging learning contents (online courses) on an existing platform • Co-designing, developing and running an innovation bootcamp -training, peer exchange /support practice and thematic communities of practice in an African destination. This assignment provides excellent opportunity for a service provider to co-develop, gather experience and position themselves with one of the leading European development projects in entrepreneurship and innovation. The provider works under the supervision of innovation policy expert (HAUS), with the AEDIB’s implementing partners and supports in weekly operations of relevant Rwandan ministries and agencies. In addition, knowledge and online webinar contents are developed in collaboration with the production company procured for HAUS led SO1 activities and learning contents with Smart Africa or other project partner online learning team (with existing learning management system). Part of the budget is dedicated to arranging of an innovation policy bootcamp of approximately 30-40 participants in total and covering the arrangement expenses. Service provider is not expected to pay participants travel expenses. Project will cover part of the participants travel expenses, some participants participating self-paid basis or paid by other implementing partners. The selected provider must have demonstrable experience in policy development and implementation support process, institutional planning, development of governance models and experience in user centric service design and delivery. In addition, experience in development of easy-to-consume and visually appealing knowledge and learning products in Africa or another developing context are required. Services are delivered approximately between 10/2026-5/2028. HAUS Finnish Institute of Public Management Ltd (“the Client”) reserves the right to amend this document and the information contained herein. A more detailed description of the procurement is provided in Annex 1 (ToR).Main features of the procedureThe procurement procedure is carried out as an open procedure. In an open procedure, all interested parties may review the Invitation to Tender and submit their tenders. The procurement procedure will progress in the following steps: 1. Opening of the tenders 2. Verifying the suitability of the tenderers. The tenderers that do not fulfill the suitability criteria, will be excluded from the tendering process. 3. Verifying that the tenders fulfill the requirements of the Invitation to Tender; the tenders that do not fulfill the requirements will be excluded from the tendering process. 4. If more than one (1) tender fulfill the requirements of the Invitation to Tender, the tenders will be compared based on the comparison criteria. 5. Selecting the winning tender based on the comparison results. 6. Contract award decision and notification. 7. Verifying the supporting documents and references about the suitability of the selected Service Provider 8. Concluding and signing the Contract with the selected Service Provider.
