Strengthening the capacities of the IPA Bodies for the effective implementation of the Operational Programme EU for Youth Employment 2024-2027

The Government of Albania needs services to strengthen the capacities of the IPA Bodies for the effective implementation of the Operational Programme EU for Youth Employment 2024-2027, with a maximum total value of 3,540,000 EUR over 36 months. The support includes institutional and administrative strengthening, capacity-building activities, preparation of project and procurement documentation, support for programme monitoring, evaluation and reporting, assistance in procurement and contract management, and communication and visibility activities. Technical Assistance in support of Chapter 22 and Cohesion Policy in Albania

The European Union, represented by the European Commission on behalf of Albania, needs technical assistance services for 24 months, with a maximum total value of 1,750,000 EUR. This assistance will support Albanian institutions in meeting the requirements of Chapter 22 and preparing for the effective management of EU Cohesion Policy after accession, focusing on timely fulfillment of Chapter 22 Closing Benchmarks and strengthening institutional, administrative, and strategic capacities. Offers will be evaluated based on quality (80%) and price (20%).

Further alignment with the Energy Efficiency acquis

The Government of the Republic of Serbia, Ministry of Finance, Department for Contracting and Financing of EU funded programmes (CFCU) needs technical assistance services for a 30-month period, with a maximum total value of 1,000,000 EUR. The services involve strengthening the administrative and institutional capacities of the Ministry of Mining and Energy, particularly in EU integration, energy efficiency policy, and legislative alignment, including expert support for gap analysis, drafting energy efficiency legislation, and developing methodologies for monitoring and reporting energy savings in line with EU acquis and Energy Community obligations. The assignment also includes knowledge transfer and capacity building for implementing the revised EU energy efficiency framework in Serbia. Award criteria are Quality (80%) and Price (20%).

Strengthening digital connectivity and the digital transformation of businesses and public services in Albania

The General Directorate for Financing and Contracting of European Union (EU), World Bank and Other Donor Funds/Central Finance and Contracting Unit (CFCU), Albania needs telecommunication consulting services for 18 months, with a maximum total value of 1,400,000 EUR. The objective is to advance Albania’s Digital Agenda by improving ICT infrastructure and aligning electronic communications policies with national and EU objectives, specifically by preparing documentation for geographical surveys and methodology on very high capacity networks, drafting secondary legislation aligned with EU regulation 2024/1309 for GIA based on VHCN with fibre optic and 5G, performing a technical study for 5G use cases in smart communities, and designing and implementing a pilot project with 5G. The services are to be delivered in Albania. Award criteria are quality (80%) and price (20%).

EEA/CCE/R0/26/005 - Comprehensive review of Energy Community Contracting Parties' Greenhouse Gas Inventories in 2027 under the adapted Governance Regulation 2018/1999 and related capacity-building activities

European Environment Agency (EEA) har brug for konsulenttjenester inden for forsknings- og udviklingsvirksomhed til en omfattende gennemgang af drivhusgasopgørelser fra Energy Community Contracting Parties i 2027 og relaterede kapacitetsopbyggende aktiviteter. Rammeaftalen har en varighed på 48 måneder og en maksimal totalværdi på 650.000 EUR. Tjenesterne omfatter specialiseret teknisk ekspertise til at udføre den første omfattende gennemgang af drivhusgasopgørelser og levere kapacitetsopbyggende aktiviteter, der understøtter implementeringen af rapporterings- og gennemgangskrav under den tilpassede Governance Regulation. Evalueringen af tilbud vil ske ud fra kvalitet (70%) og pris (30%).
