Brief
Energinet Eltransmission A/S has cancelled a tender for a 2-year environmental survey program covering approximately 2,650 km2 south of Bornholm, with an estimated maximum value of 5.5 million EUR. The services required included surveys of marine benthic fauna and flora, marine mammals, birds, bats, and fish, along with project and data management. Qualification requirements
Description
It is a minimum requirement that the tenderer has at least 1 reference with offshore environmental surveys of at least one year duration and including at least survey of marine mammals by use of PAM, survey of resting birds by use of aerial flights, survey of migrating birds by use of radar, survey of bats by use of bat-detectors and survey of fish and fish populations.
Documentation Requirement
The applicant is allowed to submit up to three (3) most comparable and relevant references undertaken in the past five (5) years as part of the application. By "undertaken in the past five (5) years” implies that the reference must not have been completed prior to the date reached when counting five (5) years backwards from the submission date for prequalification. References older than this will not be taken into consideration. References which have not yet been fully completed can be included as part of the application, however the applicant must describe the parts which have not yet been delivered, and this may affect the evaluation of the application, cf. section 2.3. The references should be listed in the ESPD and elaborated in BEI-S-01.05 – References. The references should cover completion of offshore environmental surveys of at least one year and better two years survey program in the Baltic Sea region, and include the elements listed in BEI-S-01.05 – References. If the applicant is relying on the capacity of other entities or the applicant is a group of economic operators the maximum number of references to be submitted must still be respected and cannot exceed three (3) when combined. If more are submitted, the Contracting Authority will only consider the most recent references determined by date of final delivery, in this case not yet finished references will not be included. If the applicant relies on other entities capacity or is part of a group of economic operators the information concerning ESPD part IV.C must be submitted in separate ESPD’s for each entity.

This criterion evaluates the Tenderer's methodology and the organization and key personnel proposed for the assignment.

The Tenderer should enclose a project specific methodology/method statement demonstrating how they intend to perform each work package, a description of applied HSE management and procedures, and a project timeline in accordance with Energinet's milestone activities. The documentation should include procedures, methods, and tools (i.e. IT software) for assuring technical quality of all deliverables. The HSE description must include documentation listed in BEI-S-03-02 Tender HSE Requirements section 2.1 Vessels for work packages B, C, D, E, and F. A gantt chart or similar is encouraged for the project timeline.
Evaluation Method: The Contracting Authority will evaluate the proposed Methodology in relation to the scope and complexity of the tendered assignment, emphasizing: 1. Tenderer’s understanding of the project, demonstrated by the suitability of proposed procedures, tools, and methods. 2. Extent to which the tender describes a proactive HSE set-up, demonstrating systematic management of tasks, risk assessment, identification, mitigation, and investigation of incidents. 3. Degree to which the tender demonstrates a well-planned, realistic, and robust time schedule, allowing for contingencies and providing security for delivery within the timeframe. An overall evaluation will be made of each Work Package, with each Work Package equally weighted in the evaluation of this sub-criteria.
- Organization and key personnel50%
The Tenderer should prepare CVs and CV abstracts for Key Personnel (Project Director, Project Manager, Work Package Managers, Senior Consultants, specialists, HSE manager, Quality manager) and an organization description. Tenderer is encouraged not to exceed twenty (20) CVs in total, and to limit each CV to two (2) pages (including CV abstract). Each CV abstract should be a table including experience in current position (years), general experience (years), educational background, professional background, and relevant work experience. The organization description should detail the project specific organizational structure, including subcontractors if applicable, and an organization chart. Tenderer is encouraged to limit the organization description to three (3) pages.
Evaluation Method: The evaluation will be based on whether the experience and professional qualifications of the individual Key Personnel are recent and relevant, and how they complement each other. Further, the evaluation will be based on whether the proposed organizational structure is operational and efficient considering the scope and complexity of the assignment. An overall evaluation will be made of this sub-criterion.

Description
Prices must be stated in the attached BEI-S-01.04 - Price List and the defined price elements must be completed herein. Prices must be stated exclusive of VAT but inclusive of all other expenses associated with the purchase. Prices must be stated in EUR. When evaluating 'Price', the Contracting Authority will evaluate the total cost (for evaluation purpose), cf. the Price List.
