Assignment description

In order to support the Danish Presidency in planning the second EU Youth Conference during the Trio presidency (which takes place from 21st to 23rd of September 2025 in Copenhagen), the Ministry of Children and Education (BUVM) will select a supplier of analytical assistance and consultancy for the role as European researchers. The following tasks are to be distributed among the supplier involved in the process and cover only the period from July until December 2025. • Support the European Steering Group (ESG) in planning the EU Youth Dialogue and EU Youth Conference. This includes participating in ESG meetings when it is necessary (e.g. participation during one hour of online meetings) • Deliver a consultation phase report summarizing the results from consultation activities done by the National Working Groups across the EU and the input from the International Non-Governmental Youth Organisations • Support the organising team in designing the preparation materials for working groups that will be set up during the EU Youth Conference. This may include (online) participation in preparatory meetings (dates tbc). • Participate in the EU Youth Conference from 21st to 23rd of September 2025 in Copenhagen to support the consultation process during the Conference by working closely together with the organising team and group facilitators in taking an analytical record of the working process, content and inputs arising from the EUYC • Deliver a conference report – within the deadline of maximum 30 days after the Conference, to be consulted with the Danish Presidency. Please note: The process continues in the framework of the Presidency of Cyprus and it is likely that the same supplier will be further involved. The supplier will have to candidate for the same position during this presidency as part of a separate process.Main features of the procedureThe contract will be awarded to the tenderer who submits the Most Economically Advantageous Tender (MEAT) in accordance with the award criterion: “Best price-quality ratio.” Following criteria and competences will weight positively in the evaluation of suppliers: • Knowledge and understanding of the EU Youth Policy and/or previous research experience in the themes of EU Youth Dialogue • Experience with consultations of young people at national and international level, in youth participation processes as well as in applied (youth) research and/or participatory research processes; • Experience in analysing data from national reports (qualitative and quantitative) and reflect them in a European report; • Experience in writing and editing reports in a youth friendly manner, ideally on related themes such as youth participation, consultation of young people and social inclusion; • Experience in working with a diverse array of stakeholders in-volved in youth field; • Excellent writing and presenting skills in English; • Previous involvement with the EU Youth Dialogue (former EU Structured Dialogue) will be considered an advantage.

  • 10: Utmerket respons som tydelig demonstrerer omfattende oppfyllelse av alle positivt vektede elementer.
  • 9: Svært overbevisende respons med kun mindre og ubetydelige utelatelser.
  • 8: Meget god respons med få og ubetydelige mangler.
  • 7: Tilfredsstillende respons med betydelig oppfyllelse av de nødvendige elementene.
  • 6: Rimelig tilfredsstillende respons, dog med identifiserbare unntak.
  • 5: Gjennomsnittlig respons, med flere mangler, men likevel noen tilfredsstillende elementer.
  • 4: Under gjennomsnittlig respons, som demonstrerer begrenset oppfyllelse av nøkkelelementer.
  • 3: Utilfredsstillende respons med store mangler.
  • 2: Svært utilfredsstillende respons, som kun delvis adresserer relevante kriterier.
  • 1: Utilfredsstillende respons, som ikke adresserer essensielle kvalitative aspekter.

  Description

  Delkriteriet "Pris" vil bli evaluert på grunnlag av den totale evalueringsprisen, som er avledet fra tilbyderens utfylte prisskjema.

  Evaluation Method

  Den endelige evalueringen vil baseres på forholdet mellom tilbudt pris og kvalitetspoeng, beregnet ved hjelp av følgende formel:

  (Tilbyderens totalpris under delkriteriet Pris) / (Tilbyderens totale poengsum under delkriteriet Kvalitet) = Tilbudt pris per kvalitetspoeng

  Tilbyderen med lavest pris per kvalitetspoeng vil bli ansett for å ha levert det mest økonomisk fordelaktige tilbudet.
