    Public Enterprise for Maintenance and Protection of Main and Regional Roads - Skopje needs extra-light heating fuel for asphalt plants and central heating for a framework agreement over 1 year. The fuel should be delivered throughout the Republic of North Macedonia to the contracting authority's branches and asphalt plants. The award criterion is price, weighted at 100%. Suppliers must provide a document proving registration of the relevant business activity, a license for wholesale trade in crude oil, petroleum products, biofuels and transport fuels issued by the Energy Regulatory Commission of the Republic of North Macedonia, and an approval for the carriage of dangerous goods issued by the Ministry of Transport and Communications. Additionally, the economic operator must have at least two tankers for transporting liquid fuels, equipped with verified measuring instruments and valid verification stamps, and provide certificates for these tankers. Suppliers must also have ISO 9001:2015 or equivalent for quality management and ISO 14001:2015 or equivalent for environmental management.

Delivery throughout the Republic of North Macedonia to the contracting authority's branches and asphalt plants, including all branches with asphalt plants, for heating asphalt plants and central heating, in accordance with the procurement documents.

      Lowest price, with a weight of 100%. The basis for evaluation is the sum of the maximum retail unit prices of the fuels under the Regulatory Commission decision applicable on the publication date of the original national notice on the Electronic System for Public Procurement, 9 October 2026, less any offered discount/rebate. The tender price must include all costs and discounts and import customs duties, excluding VAT, which shall be stated separately. Prices shall be expressed in MKD. If two or more tenders have the same lowest price, the tender submitted first shall be selected.
