    The European Union, represented by the European Commission on behalf of and for the account of Serbia, needs services for technical/IT support on the formulation of an IT tool for calculating the energy label of smartphones and tablets, with a maximum total value of 200,000 EUR over 60 months. The purpose is to develop a tool/application for calculating the Energy Efficiency Index (EEI) for smartphones and tablets, in line with Regulation 2023/1669, to support manufacturers and market surveillance authorities. Offers will be evaluated based on quality (70%) and price (30%).

    From the notice

    • The Energy Labelling Regulation 2023/1669 requires that smartphones and tablets display information on their energy efficiency, battery longevity, protection from dust and water and resistance to accidental drops. The value of the Energy Efficiency Index (EEI) is used for the identification of the energy labelling class to which the product belongs to. In order to support manufacturers and market surveillance authorities, the Commission intends to develop through an outsourcing procedure a tool/application for the calculation of the EEI, in line with the requirements laid down under Regulation 2023/1669.
