    General description: TenneT has an insurance program (“Offshore Liability Policy”) in place covering third party liabilities of TenneT Offshore GmbH & TenneT TSO B.V. and its subsidiaries against personal injury, property damage and financial loss. TenneT intends to procure insurance cover personal injury, property damage and financial loss with a new Offshore Liability Policy (policy inception date 1st July 2025).  The GL Offshore Program (General Liability Offshore) includes:   - Offshore third party liability insurance for all current (in operation phase) and future German and Dutch offshore grid connection systems as currently insured in the Offshore Liability policy - Liability from operating NorNed, Cobra, NordLink and possible future interconnectors are insured under the Onshore liability insurance.  The insurance program shall cover a capacity of EUR 250m and will be structured in a Primary policy (40 Mio. EUR per loss and 80 Mio. EUR in the annual aggregate) and an 1. additional Excess layer (30 Mio. EUR) and an 2. additional Excess layer (40 Mio. EUR). In addition there is one extra layer to cover the property risk (insured limit up to EUR 100m per claim and in the annual aggregate) according to § 17g EnWG. Accordingly the tender will be set up in 2 lots, which will follow each other:    Lot 1: Primary lead insurer + Property Lead insurer (Mercell tender T109513) Lot 2: Primary to-follow insurer + Property to-follow insurer + 1. After assessing the initial tenders, all parties for lot 1, who handed in an initial offer, are allowed to proceed to the negotiation phase (phase 3) according the BIPAR principle. No further selection will take place during the negotiations. After completion of the negotiations, all parties are invited to bring out a best and final offer (BAFO) for lot 1 (phase 4). While awarding lot 1 all parties for lot 2 are invited to submit an initial offer (phase 5). Methodology of offer/BAFO-evaluation The tenders/bids will be evaluated and on the basis of the award criteria provided under section 5.1.9. of the EU announcement.       The candidate must be in sound financial health to assure the continuity of service provisioning throughout the term of the contract or (framework) agreement. In order to demonstrate sufficient economic performance, the applicants needs to prove a Standard & Poor's, Fitch and/or Moody's rating which shall have no single long term credit rating lower than BBB+ and Baa1 (BBB+ from either Standard & Poor's or Fitch and/or Baa1 from Moody's).

      Is the applicant or bidding consortium making use of the capacities of another economic operator (3rd party) in order to meet the economic and financial minimum criteria according to section III.1.9?       1. Introduction The Scope of Work (SoW) defines the requirements, methodologies, and deliverables for the provision of Rock Dumping Services, including the design, supply, installation, and verification of rock berms for the protection and stabilization of subsea cables, CPS, Foundations, and related offshore infrastructure. The services are to be executed at the designated offshore wind farm locations in the German North Sea sector, Baltic Sea Sector or any other european offshore wind farm location. 2. Objectives Protection of Subsea Assets: To protect subsea cables, cable protection systems (CPS), and foundations from environmental and operational risks, such as scouring, freespan, and mechanical damage. Stabilization: To ensure long-term stability and integrity of subsea infrastructure by installing engineered rock berms. Compliance: To execute all works in accordance with applicable international standards, project specifications, and client requirements. 3. Scope of Work 3.1 General Description The Contractor shall provide a complete service package, including but not limited to: Project management and engineering Design of rock berms and stabilization measures Procurement and supply of rock material Mobilization and demobilization of specialized vessels and equipment Execution of rock installation works Pre- and post-installation surveys Quality assurance and as-built documentation. 3.2 Project Engineering & Management Project Planning: Develop detailed project schedules, installation plans, and risk assessments. Design Services: Prepare or review CPS berm designs, including cross-sections, material specifications, and installation tolerances.
