Brief
Electricity Supply Board (ESB) needs International Payroll, Tax and Immigration Services through a framework agreement over 5 years, with a maximum total value of 1,200,000 EUR. The services include international payroll and personal income tax compliance for expatriate employees and locally hired staff in overseas jurisdictions, foreign and shadow payroll services, tax advisory services relating to internationally mobile employees, global mobility tracking and reporting, and immigration, visa and work permit advisory services. The services are required in jurisdictions including Ireland, the United Kingdom, Belgium, and Bahrain. The procurement process will be conducted in two stages: a Pre-Qualification Questionnaire (PQQ) followed by a competitive tender stage.

ESB intends to establish a framework agreement for the provision of International Payroll, Tax and Immigration Services. The services will include, but will not be limited to: international payroll and personal income tax compliance for expatriate employees and locally hired staff in overseas jurisdictions; foreign and shadow payroll services; tax advisory services relating to internationally mobile employees; global mobility tracking and reporting; and immigration, visa and work permit advisory services. The Contracting Entity currently operates in a number of jurisdictions, including Ireland, the United Kingdom, Belgium and Bahrain. The procurement process will be conducted in two stages, comprising a Pre‑Qualification Questionnaire (PQQ) followed by a competitive tender stage.
