Smlouva v hodnotě 1 090 332 EUR byla udělena bez předchozího zveřejnění výzvy k podávání nabídek, protože ROMATSA je jediným subjektem s výhradními právy k umístění lokality, která byla vybrána na základě technických a regulačních požadavků, zejména bezpečnostních.
