    Brief

    Finnish Customs har avlyst konkurransen om å levere et FTIR mikroskopsystem. Anskaffelsen gjaldt et FTIR mikroskopsystem som kan utføre materialidentifikasjon og morfologianalyser med en nøyaktighet på omtrent 10 mikrometer, og som muliggjør både infrarøde (IR) analytiske målinger og mikroskopisk avbildning av samme prøveområde. Systemet skulle leveres til Helsinki-Uusimaa og er ment å erstatte organisasjonens 20 år gamle mikroskoper. Vedlikeholdsavtalen hadde en varighet på 1+2+2+2+2 år. Tildelingskriteriene var pris (60 %) og kvalitative kriterier (40 %).

    • Finnish Customs requests tenders for the supply of an FTIR microscope system. This call for tenders concerns the procurement of an FTIR microscope system capable of performing material identification and morphology analyses with an accuracy of approximately 10 micrometers. The system shall enable both infrared (IR) analytical measurements and microscopic imaging of the same sample area. The new system will replace the organization’s current 20-year-old microscopes, thereby enhancing the accuracy and reliability of FTIR studies conducted within our laboratory. One (1) supplier will be selected for the procurement in accordance with the terms and conditions set in this call for tenders and its appendices. The lengths of the maintenance agreement periods are 1+2+2+2+2 years. If the agreement is still in force after the nine (9) year period, the agreement shall remain in force until further notice, if neither party terminates the agreement before the end of the last agreement period. The supplier will be selected based on determining the most economically advantageous tender. The criteria for determining the most economically advantageous tender are price (60 %) and qualitative criteria (40 %).Main features of the procedureThe procurement will be carried out as a contract in exceeding the EU threshold value in accordance with the Act on Public Procurement and Concession Contracts (1397/2016). The procurement procedure is an open procedure in accordance with section 32 of the Act on Public Procurement and Concession Contracts. The procurement procedure can be suspended for a justified reason, for example, if none of the tenders received correspond to the call for tenders as required by Finnish Customs, or if the conditions change during the procurement procedure so that Finnish Customs cannot use the results of the process. The content of the tender must meet the requirements set out in this call for tenders. The tender cannot be conditional. No alternative tenders will be accepted.

      Suomen ympäristökeskus needs a flow imaging microscopy system for morphological analysis and numerical estimation of particles in water (size distribution 2µm – 1 mm) under laboratory and field conditions in Helsinki-Uusimaa, with a maximum total value of 150,000 EUR. The system must be able to image plankton and other particles as color images, calculate indicators related to cell and particle size, pigmentation, color, and shape, and process large sample volumes efficiently. It must also separate phytoplankton cells using chlorophyll fluorescence, enable the use of fluorescent dyes (FITC), allow real-time monitoring of analytics for quality control, and support basic analytics and classification of particle data through its software. The award criterion is price (100%).
