The University of Limerick has entered into an agreement with Hiden Analytical Ltd for the delivery of a Student Records System (SITS) in the Mid-West region of Ireland. This five-year contract, effective from August 1, 2025, is valued at an estimated 1,550,000 EUR and involves a transition to a modular Higher Education Full Access (HEFS) licensing model, providing access to all system components. The decision to extend the existing system was made to avoid significant disruption and an estimated 30 million EUR cost associated with replacing the current system.

Student Records SystemMain features of the procedureAs per Regulation 32 3 (b) of the 2016 Regulations, Contracting authorities are allowed to use the negotiated procedure without prior publication for supply contacts for additional deliveries ‘which are intended either as a partial replacement of suppliers or installations or as the extension of existing supplies or installations where a change of would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulty in operation and maintenance. Originally tendered for in 1998, Tribal Education Ltd are the providers of the University’s Student Information Technology System software. The system has changed to become a modular service to Higher Education Full Access (HEFS) and incorporates a change to the Licencing Pricing model from the company, resulting in a new five year contract signed from the 1st August, 2025 to avail of early adopter savings which offers best value to the university. This change provides access to all components (excluding third party) as opposed to specific components availed of to date. To replace this system is estimated to be approximately €30million which is not commercially viable and would cause significant disruption to the operations of the core business of the university. Total value of contract to include potential CEL increases over the term is €1,550,000
