Samningurinn skiptist í tvo hluta: kaup á bifreiðum og leigu á bifreiðum, og er ætlað að mæta almennum þörfum borgarinnar fyrir fólksbíla, rútur og sendibíla undir og yfir 5 tonnum, og vörubíla undir og yfir 3,5 tonnum.
