Løsningen skal hovedsakelig dekke VRs jernbanelogistikk og langdistansetrafikk, men kan også brukes i andre forretningsområder. Anskaffelsen omfatter programvaretjenester (COTS med privat sky, SaaS eller en kombinasjon), levering og implementering, integrasjonsimplementeringer, migreringstjenester, opplæringstjenester, driftsansvar (støtte, vedlikehold, overvåking, administrasjon, kontinuerlige tjenester og systemutvikling) samt eksperttjenester ved behov. Tildelingskriteriene vil være pris (20-40%) og kvalitet (60-80%).

    About the bid

      The scope of the procurement is concerning Integrated Planning Solution. The Procurement also includes implementation and support services for the integrated planning solution (Hereinafter “Suunta” or “Solution”). Also, procured services includes, but are not limited to following: • Software Service provided as COTS (Commercial Off-The-Shelf Software) with private cloud deployment, SaaS (Software as a Service) or a combination of these two, including all necessary licenses and software upgrades. • Delivery and Implementation Project • Integration Implementations required for system interoperability. • Migration services to ensure a successful transition. • Training Services (e.g. train-the-trainer) related to both implementation and effective use of the Solution. • Operational responsibilities in accordance with the provided Software Service, including: • Support and maintenance • Monitoring and administration • Continuous services • Continuous system development • Expert Services, ordered separately as needed, to support the Solution lifecycle. VR seeks supplier who can demonstrate maturity and capability to deliver an integrated planning solution. The new Solution will replace the current crew planning system and the current transportation and rolling stock planning system. The scope of the procurement covers an Integrated Planning Solution mainly VR's Railway Logistics and Long-Distance traffic business. However, the Solution may also be used in other business areas and VR Group entities. The preliminary description of the procurement is described in more detail in Annex 1 "Preliminary Description of Integrated Planning Solution". The subject of procurement is preliminary, and it will be specified during the procurement procedure. All requirements for the procurement, as well as the contract terms, will be defined during the procurement procedure. Requirements will be specified during the negotiation phase and the final requirements regarding the whole procurement will be described in the final invitation to tender.Main features of the procedureA candidate must fulfil all suitability requirements set in the contract notice and its appendices in order to be qualified as a tenderer to the procurement procedure. Due to the need to manage the procurement process, the number of selected tenderers has been limited to five (5). Suitability requirements are presented in the ESPD form (European Single Procurement Document) attached to the contract notice. If more than five (5) requests to participate are received from candidates fulfilling the suitability requirements, the number of candidates will have to be reduced. In this case, VR will compare the references provided by the candidates to the extent that they exceed the minimum requirements set for the references and as described in section "Grounds for decision" in the invitation to participate and annex 2 "Reference form". If there are five (5) or fewer candidates fulfilling the suitability requirements, references will not be scored and compared. If there are more than five (5) suitable candidates and if the scoring of the additional references leads to a tie situation, all candidates with the same points as with candidate ranked number 5 will be selected to the procurement procedure (i.e. in this case the number of selected tenderers may be more than five (5). If the value of the procurement so requires, the procurement decision shall require the approval of VR Group’s board of directors. If the approval is not obtained, the procurement procedure may be suspended. The procurement may also be suspended for other reasons according to legislation.
