    Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH needs services for the "Local Governance Reform Programme (LGRP) III" over 1 year. The project aims to develop a national Monitoring and Evaluation (M&E) system in Palestine to enhance institutional capacity, operational effectiveness, and coordination functions of the Ministry of Finance and Planning (MoFP) and the Prime Minister's Office (PMO) ERO. This involves embedding data-driven policymaking, ensuring coherent approaches across line ministries, and improving coordination across all levels of governance, addressing current challenges in managing, measuring, and demonstrating public sector performance. Suppliers must have an average annual turnover of at least 1.2 million EUR (net) for the last three years and provide at least 3 reference projects in "Monitoring and Evaluation, results-based management, performance management, or related public sector results/data systems" with a minimum commission value of 100,000.00 EUR (net) each, completed within the last 36 months. At least one of these reference projects must be in the MENA region (including Palestinian territories).

      Description of the Project: Local Governance Reform Programme (LGRP) III The "Multi-Donor Action (EU-BMZ) - Strengthening Capacities and Institutional Readiness of Reform Actors in Palestine" co-financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, aims to enhance the institutional capacity, operational effectiveness, and coordination functions of MoFP and PMO ERO as leading entities in national planning and reform management. The Action will support MoFP in its role as the central coordinating body for national planning by enhancing its capacity to embed data-driven policymaking, ensure coherent approaches across line ministries, and improve coordination across all levels of governance. The Palestinian Authority (PA) faces significant institutional and technical challenges in managing, measuring, and demonstrating public sector performance. Monitoring and evaluation (M&E) functions across line ministries and agencies (LMAs) are narrowly defined, fragmented, and largely disconnected from planning and budgeting decisions. Indicators are poorly formulated, feeder data is weak and uncoordinated, and M&E reporting serves administrative compliance rather than evidence-based management. The Strategic Results Framework (SRF), which is the principal instrument for measuring national results delivery, lacks a usable structure, theory of change, and coherent indicator set. No overarching national M&E strategy exists, and data management responsibilities across government institutions remain undefined and unanchored.

      10021316-Lot 1: Strengthening MSME Competitiveness, Market Access and Business Environment Reform in Benin

      Benin's economy has experienced strong growth in recent years, with GDP growth estimated at around 6-7% annually. Nevertheless, this growth has not translated sufficiently into sustainable employment and income opportunities for the majority of the population. Micro, small and medium-sized enterprises (MSMEs), which represent more than 95% of registered businesses in Benin, continue to face major structural constraints limiting their competitiveness, productivity and job creation potential. These constraints include limited access to finance and markets, low levels of innovation and digitalisation, weak managerial and technical capacities, insufficient quality infrastructure, and a mismatch between labour market needs and available skills. The project "Employment-oriented promotion of the competitiveness of micro, small and medium-sized enterprises" (ProPME 2) aims to improve the competitiveness of MSMEs in selected sectors and regions in Benin with a strong employment impact. The project focuses particularly on enterprises operating in the agri-food sector, renewable energies, crafts and services, as well as on strengthening entrepreneurial ecosystems and labour market intermediation structures. Particular attention is given to women-led enterprises and young entrepreneurs. The project contributes to Benin"s National Development Plan 2018-2025, the national SME promotion strategy and the national employment promotion strategy. It is implemented as part of the wider programme "Improvement of income and employment situation in Benin", jointly supported by German Development Cooperation through GIZ and KfW. In addition, the project supports the implementation of the Alliance for Product Quality in Africa (AfPQ), a multi-actor initiative implemented by GIZ and PTB to improve product quality and market access under the African Continental Free Trade Area (AfCFTA). The module is structured around three main outputs: - Output 1 aims to strengthen the entrepreneurial, technical and market integration capacities of MSMEs through tailored training, coaching and quality management support. - Output 2 aims to improve the business environment and strengthen support institutions involved in MSME development, quality infrastructure and public-private dialogue. - Output 3 aims to improve labour market intermediation and the alignment between vocational training and the skills needs of MSMEs.
