    Gas Networks Ireland needs services for the provision, long-term charter, operation, and maintenance of a Floating Storage and Regasification Unit (FSRU) to support Ireland’s Strategic Gas Emergency Reserve. The FSRU must be capable of delivering up to approximately 416 MMSCF/day of natural gas, with readiness to move from standby to full send out within 24 hours, and meeting Irish gas transmission system gas quality specifications and odorisation requirements, including delivery at pipeline entry pressures up to circa 85 barg and receipt of LNG via side-by-side ship-to-ship transfer. The FSRU will predominantly operate on standby, with periodic operation for assurance and maintenance. The successful contractor(s) may also be required to provide and/or coordinate ancillary services such as catering, crew logistics, waste handling, fender management, and utilities support. This is a qualification system with two lots: Lot 1 for long-term strategic gas emergency reserve services and Lot 2 for short-term services using an FSRU as a bridging vessel.     About the bid

      This notice establishes a qualification system for economic operators capable of providing, by the long-term supply (by ownership or charter or an equivalent arrangement), the operation, management and maintenance of a Floating Storage and Regasification Unit (FSRU) and associated services to support Ireland’s Strategic Gas Emergency Reserve. The Qualification System comprises two lots: Lot 1 for long‑term strategic gas emergency reserve services using an FSRU (to be the subject of an Initial Competition), and Lot 2 for short‑term strategic gas emergency reserve services using an FSRU as a bridging vessel (which GNI may run only if required). Qualified operators must be able to supply an FSRU capable of delivering up to approximately 416 MMSCF/day of natural gas, with readiness to move from standby to full send out within 24 hours, and meeting the Irish gas transmission system gas quality specification and odorisation requirements, including delivery at pipeline entry pressures up to circa 85 barg and receipt of LNG via side by side ship to ship transfer. Outside emergency deployment, the FSRU will predominantly operate on standby with minimal routine regasification; periodic operation may be required for assurance and maintenance purposes. Associated onshore and marine infrastructure (including any jetty, onshore terminal and pipeline works) are not included within the scope of this qualification system and will be the subject of a separate procurement; however, the successful contractor(s) may be required to provide and/or coordinate necessary ancillary services to support safe and reliable operations, including catering services, crew logistics, waste and residue handling and offtake, fender storage and management, and utilities support as appropriate to FSRU operations. Contracts may be awarded to qualified operators without further publication.       The Contracting Entity is seeking applications from suitably experienced inspection companies to carry out offshore, nearshore and onshore inspection surveys of two submarine gas transmission pipelines each approximately 200km long, Scotland to Ireland from shore to shore, and one spur and one umbilical approximately 11km long to the Isle of Man. The network cathodic protection is provided by means of sacrificial aluminium alloy half shell bracelet anodes. The network entire lengths are either trenched, or rockdumped in lieu of trenching. The seabed is varied and includes sandwaves towards the Scottish end. The maximum water depth is approximately 140 metres. The inspection scope requires vessels equipped for visual inspection, acoustic examination, cathodic protection monitoring and the assessment of the disposition of the pipeline relative to the seabed. There is also a requirement for a capability for conducting intervention tasks involving the removal of seabed debris and/or freespan rectification and maintenance capability for a subsea tee in approximately 30 metres water depth. There is a further requirement for a capability to mobilise an offshore diving spread to conduct subsea intervention tasks using divers. There will also be a requirement to mobilise at short notice for unplanned debris surveys of the pipelines as required.
