A Budapest Főváros XIII. Kerületi Önkormányzat egy 58 lakásos, darmstadti passzív minősítésű lakóépület generál kivitelezését rendeli meg, amely zártsorú, előkertes beépítésű, és mélységében kapcsolódik a szomszédos épületekhez, takarva azok tűzfalait. Az építési telek alapterülete 2655 m2, az épület összes nettó és hasznos alapterülete 7204,88 m2. A szerződés időtartama 24 hónap. Az ajánlatokat az ár (70%), a szakemberek passzívház és/vagy BREEAM és/vagy LEED minősítésű épület kivitelezésében szerzett többlet szakmai tapasztalatának időtartama (összesen 14%), a teljes körű jótállás időtartama (10%), az OSB lap helyett ECO panel beépítésének vállalása (3%) és az ÖKO címkés szalagparketta lerakásának vállalása (3%) alapján bírálják el. A kivitelezőnek szerepelnie kell a Magyar Kereskedelmi és Iparkamara által vezetett ON-LINE Építőipari Kivitelezői Nyilvántartásban, vagy nem Magyarországon letelepedett gazdasági szereplő esetén a letelepedés szerinti ország nyilvántartásában.

Qualification requirements
Description
The contracting authority checks the contractor's participation in the ON-LINE Construction Industry Contractor Register maintained by the Hungarian Chamber of Commerce and Industry. For economic operators not established in Hungary, the tenderer must comply with the provisions of Section 26 (1) a) and (2) of Government Decree 321/2015 (X. 30.) and Sections 69 (4)-(7) of the Public Procurement Act. If the tenderer meets the prescribed suitability requirements by relying on the capacities of another organization, they must apply the provisions of Section 67 (3) of the Public Procurement Act. The tenderer is unsuitable for performing the contract if the economic operator performing construction activities is not listed in the register of economic operators performing construction activities according to Act C of 2023 on Hungarian Architecture, or, in the case of economic operators not established in Hungary, in the register of the country of establishment (provided that the law of the country of establishment requires it). According to Section 65 (6) of the Public Procurement Act, it is sufficient for one of the joint tenderers to meet the SZ/1 suitability requirement. The tenderer may also meet the suitability requirements by relying on the capacity of any other organization (or person) in accordance with the provisions of Section 65 (7) of the Public Procurement Act. The submitted declarations and certificates must be suitable for determining the suitability for performing the professional activity. The tender must include a document containing the commitment of the organization providing its capacities, as undertaken in a contract, preliminary contract, or other form, which confirms that the resources necessary for the performance of the contract will be available during the term of the contract, in accordance with the second sentence of Section 65 (7) of the Public Procurement Act. The contracting authority draws attention to the provisions of Section 65 (9) and (11) of the Public Procurement Act. The contracting authority refers to the provisions of Section 69 (11a) of the Public Procurement Act. If applicable, a certificate (extract) or other certificate or declaration from the registers listed in Annex XI of Directive 2014/24/EU must be submitted.
