TEN-D study - Investments in Trans European Digital Networks Study on topology, needs, market failure and investment gaps of backbone projects of strategic European Interest

The European Commission, DG CNECT - Communications Networks, Content and Technology, needs services for a TEN-D study on the topology, needs, market failure, and investment gaps of backbone projects of strategic European Interest, over 18 months, with a maximum total value of 400,000 EUR. This study should analyze potential gaps in capacity, resilience, and security of terrestrial links, considering developments in data centers and AI facilities, to identify infrastructure investment gaps and market failures, and recommend appropriate interventions, including the magnitude and instruments requiring EU funding under the European Competitiveness Fund (ECF). The award criteria are Quality (60%) and Price (40%).

Acquisition, Delivery, Installation and Hardware and Software Maintenance of Discoverer++ AI Supercomputer

The European High-Performance Computing Joint Undertaking needs the acquisition, delivery, installation, and hardware and software maintenance of a Discoverer++ AI Supercomputer for 72 months, with a maximum total value of 54,228,600 EUR. The purpose is to establish an associated "AI Factory" and the supercomputer is expected to outperform existing solutions in terms of performance/TCO, programmability and usability, versatility, system stability, power and energy efficiency, and computing density. The buyer will evaluate offers based on quality and price. BULL, E4, and Hewlett-Packard GmbH have similar contracts today.

Call for Tenders for the selection of Artificial Intelligence Gigafactory Consortia and the establishment of AI Gigafactories

The European High-Performance Computing Joint Undertaking in Luxembourg needs services for the selection of Artificial Intelligence Gigafactory (AIGF) Consortia and the establishment of AI Gigafactories through a framework agreement over 78 months, with a maximum total value of 10,000,000,000 EUR. The procurement aims to establish state-of-the-art large-scale facilities with sufficient capacity to handle the complete lifecycle of very large AI models and applications, providing a supercomputing service infrastructure composed of AI-optimised computing capacity, supporting data centre infrastructure (including high-capacity storage and networking), dedicated secure cloud user access environments, and specialised secure AI-oriented support services, all supported by an environmentally sustainable infrastructure. The award criteria are Quality and Price.
