Award Criteria
Description
The bidder indicates the fixed hourly rates for all services included in the lot, in the space provided in the offer form and in the inventory. To this end, a rate is submitted for junior profiles (less than 10 years of relevant experience) and senior profiles (more than 10 years of relevant experience). The two submitted fixed hourly rates are multiplied by the quantities listed in the inventory. The compared price is the total price obtained by adding the two hourly rates multiplied by the quantities specified in the inventory.
Evaluation Method
Scoring: Maximum 40 points, calculated proportionally: (Lowest offer / Own offer) x Maximum score
Description
This award criterion concerns the evaluation of the organization, qualifications, and experience of the team proposed for the execution of the contract. The proper performance of the contract indeed depends directly on the expertise of the profiles assigned to the required services. It is therefore essential to assess the quality of the team that will actually be dedicated to the execution of the contract, as the specific characteristics and skills of its personnel constitute a determining element of the economic value of the offer. The contracting authority will assess the expertise of the proposed team on the basis of the information presented in the offer, enabling the team’s competence to be demonstrated. The offer details the proposed team, indicating by name the persons assigned to the contract, specifying their added value, as well as their specific knowledge and experience relevant to the execution of this lot. The qualifications and experience of each member, in relation to the particularities of the assignment and the needs defined by Hedera, must be demonstrated, in particular through up-to-date CVs. The proposed team must consist of at least one junior profile and one senior profile and must: • be headed by a designated main point of contact (Single Point of Contact – SPOC) responsible for ensuring the coordination, communication, and operational follow-up of the assignment. This SPOC must be certified, registered in the public register of the Institute for Tax Advisors and Accountants, and demonstrate 10 years of relevant experience in institutional asset management (senior profile). Any offer that does not contain proof of the SPOC’s registration in the public register of the Institute for Tax Advisors and Accountants will be declared null as substantially irregular; • have skills covering general and analytical accounting (public or private), direct and indirect taxation, support with the various reporting obligations in the public sector, in particular eBMC obligations, as well as accounting advisory services in complex environments such as the public sector, the energy sector, or asset management; • demonstrate proficiency in Dutch and French.
Description
The bidder shall submit, in a methodological note (approach plan) of a maximum of 10 single-sided pages, a structured plan describing the performance of the services under this lot, demonstrating in particular their understanding of Hedera’s needs and legal obligations. The plan must indicate the implementation schedule (start-up, transition, steady-state) and detail the maintenance of general and analytical accounting, the preparation of annual and interim accounts, the management of tax filings, and relations with the competent authorities (in particular the FPS BOSA). It shall specify the accounting procedures, validation and approval processes, the internal control framework, and the mechanisms for the prevention and detection of errors. The nature and frequency of interactions with Hedera’s teams, the communication and reporting arrangements (accounting, budgetary, and tax) – including eBMC reporting with the timetable and frequency of deliverables – must be described. The bidder shall explain the management of ad hoc requests (channels, processing procedures, and timelines), both for simple requests and for more complex requests that may involve the revision of several entries or of the accounting structure, or require interaction with authorities (BOSA, FPS Finance, Court of Audit, etc.). The note shall describe the monitoring and quality control mechanisms, the arrangements in case of absence/replacement to ensure continuity of service, and shall demonstrate the capacity to provide the services in French and Dutch.
Evaluation Method
The evaluation will focus on the quality, clarity, and feasibility of the approach plan, the rigor of the proposed method, as well as the relevance of the monitoring mechanisms implemented to ensure the continuity and reliability of the services.
