Qualification requirements
Description
The tenderer is unsuitable if, for the previous maximum of three closed business years with a balance sheet date, the turnover from cleaning services - calculated without VAT - does not reach 80,000,000 HUF. In accordance with Kbt. § 65 (6), joint tenderers may collectively meet the prescribed suitability requirements.
Documentation Requirement
Compliance with the suitability requirement specified in point P1) must be certified by filling out Part IV of the European Single Procurement Document (ESPD) in electronic form in the Electronic Public Procurement System (EKR), in accordance with Chapter II of Government Decree 321/2015 (X. 30.) (Decree). The Contracting Authority accepts the declaration made in the ESPD as preliminary proof that the tenderer meets the prescribed suitability requirement (Decree § 2 (1) c) point, (5) point). P1) The economic and financial suitability of the tenderer required for the performance of the contract can be certified, based on Decree § 19 (1) c) point, with a statement on the turnover from cleaning services - calculated without VAT - for the previous maximum of three closed business years with a balance sheet date, depending on when the tenderer was established or started its activity, if these data are available. If the tenderer does not have the document according to paragraph (1) b) or c) because it operates in a legal form for which the submission of the financial statement or the statement on turnover is not possible, it may certify its financial and economic suitability with any other statement or document deemed appropriate by the contracting authority, instead of the suitability requirement and method of certification prescribed in connection with these points. Preliminary certification: The tenderer must preliminarily certify in its bid, by submitting the ESPD, that it meets the economic and financial suitability requirement specified by the Contracting Authority. The Contracting Authority accepts the tenderer's declaration made in the ESPD as preliminary proof that it meets the prescribed suitability requirement (Decree § 2 (1) c) point, (5) point). Joint tenderers may collectively meet the prescribed suitability requirements based on Kbt. § 65 (6). For requirements that can only be applied individually to economic operators, it is sufficient if one of them meets it. Based on Kbt. § 65 (7)-(8), the tenderer may also meet the prescribed suitability requirements by relying on the capacity of any other organization or person, regardless of the legal nature of the relationship between them. In this case, this organization and the suitability requirement(s) for which the tenderer relies on the resources of this organization must be indicated in the bid, specifying the relevant point of the call. Subsequent certification: Before the decision on the outcome of the procedure is made, the tenderer must certify compliance with the suitability requirement by submitting the requested certifications within an appropriate deadline from the Contracting Authority's call for them, in accordance with Kbt. § 69 (4). The organization providing its capacities must certify in the same way as the prescribed methods of certification and must submit the certifications only for those suitability requirements for which they were used.
Description
The tenderer is unsuitable if, according to statements from financial institutions, any of its payment accounts had an outstanding payment for more than 15 calendar days in the 24 months preceding the date of publication of the call. For this suitability requirement, it is sufficient if one of the joint tenderers meets it.
Documentation Requirement
Compliance with the suitability requirement specified in point P2) must be certified by filling out Part IV of the European Single Procurement Document (ESPD) in electronic form in the Electronic Public Procurement System (EKR), in accordance with Chapter II of Government Decree 321/2015 (X. 30.) (Decree). The Contracting Authority accepts the declaration made in the ESPD as preliminary proof that the tenderer meets the prescribed suitability requirement (Decree § 2 (1) c) point, (5) point). P2) In accordance with Kbt. § 65 (1) a) point and Decree § 19 (1) a) point, the tenderer (in case of joint tendering, any of the joint tenderers) must attach a statement from its financial institution regarding all payment accounts maintained in the 24 months preceding the date of publication of this call, depending on when the tenderer was established or started its activity, if these data are available, with the following minimum content: • the number of the payment account(s); • the opening date(s) of the payment account(s); • whether any outstanding payment exceeding 15 calendar days, as defined in § 2 (25) of Act LXXXV of 2009 on the provision of payment services, occurred on its payment account(s) in the 24 months preceding the date of publication of the call (the Contracting Authority also accepts the term 'sorban állás'). The Contracting Authority draws attention to the fact that statements from financial institutions must also be attached for accounts that may have been closed during the period under review, however, in the case of account numbers that no longer exist on the date of publication of the call for tenders, the statement from the financial institution does not have to be older than the date of publication of the call for tenders, the Contracting Authority accepts a certificate issued on or after the date of termination as appropriate. The Contracting Authority draws attention to the fact that the term 'date of publication of the call' always refers to the date appearing in the notice published in the Official Journal of the European Union (TED).
Description
The tenderer is unsuitable if it does not have a reference, completed within three years (but started within six years) preceding the date of publication of the call for tenders, for building cleaning services performed continuously for at least 9 months (without interruption every day of the year) in a residential institution with a useful floor area of at least 8,290 m2, which also included disinfection, mite extermination, and cleaning of wheelchairs. By 'residential', the contracting authority means social institutions providing specialized care for long-term residents. In accordance with Kbt. § 65 (6), joint tenderers may collectively meet the prescribed suitability requirements.
Documentation Requirement
M1) Method of certification: Based on Government Decree 321/2015 (X.30.) § 21 (3) a), a description of services completed within three years (36 months) preceding the date of publication of the call for tenders, and started within six years, must be provided, including the following: - start and end date of performance (year/month/day accuracy); - the other party to the contract (name and address); - the subject and quantity of the service (in such detail that compliance with the minimum requirements can be clearly determined); - a statement on whether the performance was in accordance with the regulations and the contract (if the performance was not in accordance with the contract, the reason and extent of the deviation, and in case of breach of contract by the economic operator, the fact of whether the economic operator's liability for breach of contract exists, must be described in the certificate or statement) - in case of services performed as a joint tenderer and indivisible performance, the proportion (%) of participation in the consideration (the provisions of Government Decree 321/2015 (X. 30.) § 22 are applicable). Based on Government Decree 321/2015 (X. 30.) § 21/A, the contracting authority also accepts as proof of performance if the result or activity specified in the reference requirement was realized as a partial performance of the contract. Government Decree 321/2015 (X.30.) § 23 is applicable. Preliminary certification: The Contracting Authority accepts the tenderer's declaration made in Part IV of the ESPD in electronic form in the EKR as preliminary proof that it meets the prescribed suitability requirement (Government Decree 321/2015 (X. 30.) § 2 (1) c) point, (5) point). Joint tenderers may collectively meet the prescribed suitability requirements based on Kbt. § 65 (6). In accordance with Kbt. § 65 (7), tenderers may also meet the prescribed suitability requirements by relying on the capacity of any other organization or person. Except for the case specified in Kbt. § 65 (8), a document containing the contractual or pre-contractual or other form of commitment of the organization providing its capacities must be attached to the bid, which supports that the resources necessary for the performance of the contract will be available during the term of the contract. Description

Documentation Requirement
M2) Suitability can be certified according to Government Decree 321/2015 (X. 30.) § 21 (3) h) with a statement on the average annual statistical staff and the number of executive officers for the previous two years. Based on Government Decree 321/2015 (X. 30.) § 24 (1), in cases where the official list of qualified tenderers specified in § 28 and § 36 - also taking into account the provisions of § 30 and § 39 - proves that the economic operator meets the given suitability requirement, the contracting authority is obliged to accept the fact of being on the electronically available official list of qualified tenderers, or a certificate from the organization maintaining the official list of recognized tenderers, submitted by an economic operator established in another Member State of the European Union, instead of the other methods of certification specified in § 21 (1)-(3).
