Description
The tenderer shall provide two (2) references for previously completed or ongoing assignments that are comparable to the requested service and that were executed for clients of similar public-sector scope and/or complexity. For each reference the tenderer shall include: Brief description of scope, objectives and deliverables. Role of the tenderer (prime contractor, subcontractor, or consultant). Contract period. Contact details for the client reference (name, role, phone/email). Explicit statement of which deliverables included written reports intended for political or executive decision-making. A short explanation of why the reference is comparable to this tender, with emphasis on scale, stakeholder complexity, and reporting context. The documentation shall emphasize references where the written deliverables were accepted by the client and used directly (or with minimal editing) for political briefings or executive decision-making. The tenderer is hereby informed of the page limit, which corresponds to a maximum of two (2) standard pages. Any content exceeding this limit will not be subject to evaluation.
Evaluation Method
The references will be evaluated on the extent to which the completed assignments demonstrate experience directly relevant to the services covered by this procurement. Particular emphasis will be placed on the comparability of the measurement activities, facility context, methane quantification, reporting and data requirements, and the tenderer’s actual role and responsibility in the referenced assignment. The contracting authority will score each reference and make an aggregate assessment. References lacking verifiable client confirmation or without clear relevance will receive lower scores.

A team composition plan showing which staff are assigned to each work package and a retention and continuity plan describing measures to ensure team stability over the contract period. This must include incentives or contractual measures to minimize turnover, succession planning (named back-up personnel with CVs), onboarding procedures for replacements, and knowledge transfer mechanisms. Description of the organizational collaboration structure for the project with lines of responsibility, single points of contact, escalation pathways and interfaces with Energinet. The Tenderer is hereby informed that the response is subject to a page limit of a maximum of two (2) standard pages per CV and a maximum of one (1) standard page in total for the two latter bullet points. Any content exceeding the applicable page limits will not be taken into consideration as part of the evaluation.
