    Electricity Supply Board (ESB) needs subcontracted maintenance of commercial vehicles and 40' semi-trailers for their ESB Networks Fleet in the Republic of Ireland. The qualification system will lead to a national framework agreement for up to 8 years. The services include repair and maintenance work for over 2,000 light and heavy commercial vehicles, including approximately 30 40' Tri-Axle Semi Trailers based at Ballycoolin Central Stores Dublin. The procurement will be divided into geographical Lots, and tenderers can bid for one or more Lots. It is estimated that up to 40% of vehicle and equipment repair and maintenance work may be outsourced.

      ESB proposes to establish a Qualification System under a negotiated procedure for Subcontracted Maintenance of Commercial Vehicles and 40’ Semi-Trailers for ESB Networks Fleet in the Republic of Ireland. It is envisaged that the scope of the services to be procured under this Qualification System will be as outlined in the Section A Information Memorandum attached to this publication. ESB Fleet and Equipment manage over 2,000 light and heavy commercial vehicles including approx. 30 40' Tri-Axle Semi Trailers based at Ballycoolin Central Stores Dublin. The proposed tender enquiry will be divided into geographical Lots and tenderers will be able to indicate which services they wish to tender for in each Lot at RFT stage. Tenderers may tender for one or more Lots. It is estimated that up to 40 per cent of Vehicle and Equipment Repair and Maintenance work may be outsourced. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Information Memorandum on eTenders - D20/CON/1212 - Qualification System for Subcontracted Maintenance of Commercial Vehicles and 40’ Semi-Trailers. While applications may be made to join The Qualification System at any time, those interested in being considered for the first envisaged framework (the “First Procurement”), which is for Sub Contracted Maintenance of Commercial Vehicles and 40’ Semi-Trailers multi-contractor national framework agreement must submit completed QSQ Responses on or before 12:00hrs (local time) on 06th November 2026 the “First Procurement Closing Date”). At the date of issuing of this QSQ it is envisaged that a national framework agreement will be awarded for a period of up to eight (8) years.

At the date of issuing of this QSQ it is envisaged that national framework agreements for category 01 and category 02 works will be awarded for a period of three (3) years with an option to extend, at the direction of ESB, for up to five (5) further years.

      CON1140 Qualification System for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes

      ESB proposes to establish a qualification system under a negotiated procedure for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes. It is envisaged that a significant number of DSO and TSO GIS Substations will be constructed during the period 2026 - 2035 and will be delivered via this procurement process as outlined in Section A Information Memorandum, attached to this publication. Substations procured under this Qualification System will include for a full end to end scope of delivery which may include in some cases site acquisition and achievement of planning permission on behalf of the Contracting Entity. The scope of substation projects under this Qualification System may include a requirement for the inclusion of additional technologies including but not limited to STATCOMS and series compensators. The First Procurement under the Qualification System is envisaged to be: • Framework for PR6 Capacity at scale EPC delivery of 110 kV and/or 110 kV to /38 kV/MV Substations and Substation Programmes. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Section A Information Memorandum document. While applications may be made to join the Qualification System at any time, those interested in being considered for the Initial Framework (the “First Procurement”) under this Qualification System should submit a completed QSQ response on or before 1200 hrs (local time) on Friday 27th June 2025 (the “First Procurement Closing Date”).
