TEN-D study - Investments in Trans European Digital Networks Study on topology, needs, market failure and investment gaps of backbone projects of strategic European Interest

The European Union, represented by the European Commission on behalf of Armenia, needs services for a TEN-D study on investments in Trans European Digital Networks, with a maximum total value of 400,000 EUR over 18 months. This study will involve sourcing data and evidence for policy design and implementation of Trans European Digital Networks (TEN-D), complementing the Cable Projects of European Interest (CPEI) exercise. It should analyze potential gaps in capacity, resilience, and security of terrestrial links, considering developments in data centers and AI facilities as proposed in the Cloud and AI Development Act (CADA). The project aims to identify infrastructure investment gaps, assess potential market failures, and recommend appropriate interventions, including the magnitude and instruments requiring EU funding under the European Competitiveness Fund (ECF). Offers will be evaluated based on quality (60%) and price (40%).

De Europese Commissie, DG JRC - Joint Research Centre, heeft behoefte aan diensten voor de levering van data voor de secties "Tariffs", "Internal Taxes" en "Procedures and Formalities" van het Access2Markets-platform voor de jaren 2027-2030. Het betreft een raamovereenkomst met een looptijd van 4 jaar en een maximale totale waarde van 12,4 miljoen euro. De data moet betrekking hebben op EU-goederen die geëxporteerd worden naar minimaal 151 douanegebieden. TARIC SA heeft vandaag een vergelijkbaar contract. De gunningscriteria zijn kwaliteit (70%) en prijs (30%).
