    The Danish Ministry of Defence Acquisition and Logistics Organisation is planning the procurement of construction works and territory improvement at the Selonia Military Base in Latvia, with an estimated budget of up to 32,000,000 EUR. Suppliers must be from NATO member states, have an average annual financial turnover of at least 7,000,000 EUR over the past three years, and have previous cooperation with the Centre on contracts exceeding 1,000,000 EUR with an average score of at least 7 out of 10. This document is the official announcement of the National Competitive Bidding Plus (NCB+) (hereinafter - Bidding procedure) for the project: “"Construction work at two sites: Construction works No. 1 “Building construction and territory improvement No. 8, Seces parish, Aizkraukle municipality.” (5 stages)”and Construction works No. 2 “Building construction and territory improvement, Seces parish, Aizkraukle municipality (7 stages)” (in a security crisis)" (hereinafter - Project) No.VAMOIC 2026/49, that will be implemented in Latvia. The Bidding procedure will be conducted in single phase – the deadline for qualification documentation and offer submission is June 15th, 2026 till 14.00 in the Secretariat of Centre, Ernestines street 34, Riga, LV-1083, Latvia. The bids received by post or submitted after the deadline shall not be opened and shall be returned unopened to the bidder. The right to conclude the contract will be awarded to the bidder who has submitted an offer meeting the requirements of the call for the Bidding procedure with the lowest price. The bid documentation and contract will be in Latvian. Translation of documents, certificates, etc., into Latvian must be provided for documents originally issued in foreign languages. All communication in Bidding procedure are in Latvian. BIDDERS PARTICIPATION Bidders eligible to participate in the bidding process are firms from NATO member states that have been designated as eligible by their respective national authorities to participate in the subject bid in accordance with par. 5 of NATO AC/4-D/2261 (1996 Edition) by submitting a "DECLARATION OF ELIGIBILITY", as referred in ANNEX V of AC/4-D/2261 1996 Edition). Firm is not subject to the exclusion according to Article 44 of Law on Procurements in the Field of Defence and Security. Previous cooperation with the Centre on contracts exceeding 1 000 000 EUR excluding Value Added Tax over the past five years. These executed contracts have been evaluated by the Centre with an average score of at least 7 out of 10, based on criteria such as the fulfilment of obligations by the deadline; quality of used materials, equipment; ability to promptly solve problem situations; ability to organize work in closed areas; ability to quickly eliminate construction defects; fulfilment of warranty obligations after handover of the object. The bidder's average annual (net) financial turnover over the previous 3 (three) years (i.e. from 2023. until the last day of the deadline for submission of application documents) is not less than 7 000 000 EUR (seven million euro). If the bidder was established later, the bidder's financial turnover must meet the above-mentioned requirement in the correspondingly shorter period. If the bidder has been established later and if the bidder has not closed any financial year, the applicant must submit an operating balance sheet 3.5. The Bidder must submit a list of engineering workers involved in the construction. Please contact ETK for further information. TIME OF WORKS COMPLETION The deadline for the completion of construction work is 30th December, 2027. PROJECT BUDGET The project budget is estimated to be up to thirty two million Euro (32 000 000 EUR) (including a financial reserve, and indexation reserve, excluding VAT). PROJECT SUMMARY • Construction area of the designed buildings – 6300 m2 • Designated roads and squares – 66879 m2 • Building density - 0.1% • Free area - 98.2% • Building groups – I-II • Fire resistance level – U3 The four standard buildings planned in the 1st phase are placed on one common area with concrete pavement, the area connects to the designed roads on the western side. A sewage wastewater treatment engineering structure has also been designed in this phase, which is separated from the surrounding area by a fence. The construction of water supply, sewage, rain sewer, power supply, electronic communications and lighting networks is planned for the 2nd phase. Water supply from the designed water supply wells, domestic sewage is planned to be discharged to the designed wastewater treatment plants, technical sewage from buildings is planned to be cleaned and reused for washing equipment. Rain water from building roofs and hard surface areas is planned to be collected in the designed storm sewer and discharged into the drainage network. The facility's power supply is planned to come from transformer substations. Project “Building construction and territory improvement, Seces parish, Aizkraukle municipality.” It is planned to carry out Building construction and territory improvement in Seces parish, Aizkraukle municipality, • Construction area of the designed buildings - 5043.6 m2 • Designated roads and squares – 9357 m2 • Building density - 0.09 % • Free territory - 99.2 % • Building groups – I-II • Fire resistance level – U3 The designed buildings are divided into 7 construction phases. The construction is located in blocks. The construction of block streets and main engineering networks is included in the related project. In this phase of construction, two buildings are placed on a rectangular area with crushed stone pavement. The area has two access roads, and the territory is illuminated along the perimeter. The project provides for the construction of water supply, sewage, storm sewer, power supply and electronic communication networks. Drainage is designed for the crushed stone pavement area. Water supply is provided from water supply wells. Domestic sewage is to be discharged to the designed wastewater treatment facilities. Rain water from the roofs of buildings and from the area's drainage pipes is to be collected in storm sewers and discharged into the main storm sewer network. Power supply is provided.
