1.2. The organizer of the Bidding procedure is a subordinate institution of the Ministry of Defence of Republic of Latvia – The State Centre for Defence Military Sites and Procurement (hereinafter - Centre). 1.3. With this notification the Centre would like to ensure that eligible Bidders from any NATO member nation are informed and invited to participate in the Bidding procedure. 1.4. National authorities are requested to timely inform potential bidders from their respective countries and submit the appropriate Declaration of Eligibility of the interested Bidders as per NATO AC/4-D(2025)0008 from national delegations to Latvian Delegation at NATO Delegation.NATO@mfa.gov.lv not later than the date defined in para. 1.5.below. 1.5. The Bidding procedure will be conducted in single phase – the deadline for qualification documentation and bid submission is 8th September, 2026 till 10.00 by registering on the Electronic Procurement System and submitting the bid via the EPS e-tender subsystem. 1.6. NCB+ procedure is carried out according to Public Procurement Law. 1.7. The right to conclude the contract will be awarded to the bidder who has submitted an offer meeting the requirements of the call for the Bidding procedure with the lowest price. 1.8. The bid documentation and contract will be in Latvian. Translation of documents, certificates, etc., into Latvian must be provided for documents originally issued in foreign languages. All communication in Bidding procedure are in Latvian. 2. PROJECT SUMMARY DESCRIPTION 2.2 Object address - Jēkabpils military base “Indras”, in Krustpils parish. Total construction area – 4760.4 m², total area of buildings – 4524.6 m². Construction density – 1.74%. Free green area – 80.76%. The project provides the territory improvement, the construction of buildings and infrastructure, including: • construction of administrative building (phase II) - a three-story building with an attic under a gable roof. In the building are planned to accommodate administrative premises, equipment storage, gym and living rooms; • construction of roads, squares and parking area; • construction of engineering networks; • fence installation; • lighting. 3. BIDDERS PARTICIPATION CRITERIA Bidders eligible to participate in the bidding process are firms from NATO member states that have been designated as eligible by their respective national authorities to participate in the subject bid in accordance with NATO PO(2025)0198 by submitting a "DECLARATION OF ELIGIBILITY", as referred in NATO AC/4-D(2025)0008, and who complies with all of the criteria specified in Project Regulation. 4. PROJECT BUDGET The estimated project budget is EUR 4 500 000 (including a financial reserve and an indexation reserve, excluding VAT). 5. ANTICIPATED TIME OF WORKS COMPLETION The completion date for the construction works shall be no longer than 16 (sixteen) months from the date on building permit indicating that the conditions for commencing the construction works have been fulfilled. 6. INFORMATION EXCHANGE 6.1. All dates estimated above are subject to change during the bidding process. 6.2. Project Regulation are available on the Electronic Procurement System at https://www.eis.gov.lv, in the e-tendering subsystem. 6.3. The bid submitted by the Bidder must comply with the requirements set out in the Project Regulation. 6.4. Information of an organisational nature on the conduct of the Project and the procedure for obtaining the Project Regulation shall be provided by Ms Ervita Riekstiņa expert of the Infrastructure and Management Contracts and Procurement Division of the Legal and Procurement Support Department of the Centre, e-mail: Ervita.Riekstina@vamoic.gov.lv. 6.5. Technical documentation (containing LV LIMITED ACCESS information), may be obtained by interested Bidder by sending a request from the company’s authorized representative to the email address: pasts@vamoic.gov.lv, specifying the employees who will receive and review the this unclassified information, along with their email addresses. A link and password for accessing the documentation will be sent to the specified email addresses. The request must be accompanied by the original affirmation, signed with a secure electronic signature or in paper form, of the company’s employees who will receive and review this information. 6.6.
