NATO Competitive Procurement, as defined by the NATO Security Investment Programme (NSIP). The contract to be established is of a Civil Works nature. With this notification document, the CGREA would like to ensure that eligible firms from any NATO member nation are informed and invited to participate in the competition. With this Notification of Intent, (NOI), the CGREA aims to ensure that eligible firms from any NATO member nation are informed and invited to participate in the upcoming competition. General characteristics The project involves the creation of a physical security perimeter with measures to stop people and vehicles around an area at Volkel Air Base. As a result of the geopolitical situation and growing threats, there is a need to further optimise physical security at Ministry of Defence sites, including Volkel Air Base. The aim of the contract is: To enhance the physical security of the assets to be protected by means of: - Implementing measures to stop individuals and - Implementing measures to stop vehicles. The scope of the contract broadly consists of: - Preparatory work, including the detection of explosive remnants of war (ERW); - Modifications to above-ground (pavements) and underground infrastructure (cables and pipes); - Removal of landscaping; - Demolition of buildings; - Installation of concrete elements; - Construction of earth embankments; - Installation of fencing; - Modification of airport pavements and lighting; - Construction of concrete pavements; - Site finishing; and - Additional and ancillary works. The contract is entered into for a term of 24 months. The dates and/or duration specified in the (draft) contract documents shall prevail. Procedure The tender is being conducted in accordance with NATO Competitive Procurement. NATO Competitive Procurement is a tendering procedure open to all eligible suppliers from NATO member states. The contracting authority shall conduct a formal competitive tendering procedure in accordance with the NATO Competitive Procurement Procedure referred to herein and the principles of this policy, ensuring fair and equal treatment of all interested eligible suppliers. Like a restricted procedure, the tender will take place in two phases. In the first stage (the expression of interest stage), all interested companies will be given the opportunity to express their interest and prove their eligibility for the project as candidates. Companies not based in a NATO member state may not act as a tenderer, subcontractor or manufacturer. This also means that no equipment and/or product, not even parts or identifiable components, may be manufactured or assembled by companies not based in the member states and/or not located within the territory of the member states. This requirement applies to all parts of the works. EU-Russian package of sanctions The European Union has imposed various sanctions against Russia. In 2022, additional sanctions were introduced which restrict public procurement by Dutch contracting authorities where Russian companies are involved. For example, in some cases, contracting authorities are prohibited from doing business with certain companies from Russia or with Russian connections, and are obliged to exclude such parties from public tenders. This is laid down in a sanctions regulation, which The Central Government Real Estate Agency is required to comply with. Eligibility criteria This tender procedure sets out eligibility criteria.
